Department OPH-Office of the Assistant Secretary Job Summary Job Description Supports the Deputy Assistant Secretary of the Office of Public Health (OPH) Center for Community and Preventative Health (CCPH), Responsible for independently developing, directing, and supervising projects that are a priority for the Office of Public Health (OPH). Serves as a special assistant and advisor to the Deputy Assistant Secretary and the OPH Chief Medical Officer as needed. Researches issues and develops policy options for issues and programs under the purview of OPH using a systematic inquiry and analysis framework; summarizes and presents results to the director and high level leadership as needed; Develops and implements special projects including the development of sections of the LDH and/or OPH business plan, and issue-specific strategic plans Develops presentations, reports, white papers, talking points, and information briefs on various topics for use by the Deputy Assistant Secretary to share with other administrators, legislators, and other external stakeholders. Present on behalf of the Deputy Assistant Secretary or agency. Organizes and facilitates OPH leadership tactical, strategic, ad-hoc, and long-range planning meetings serving as the lead to arrange, prepare for, and follow up on action items; ensures efficient and effective decision-making processes, and progress with agency priority objectives, and metrics of the health of the teams, the organization, and the strategies. Advises, manages, and coordinates assigned OPH priority projects, such as efficiency projects and cross-team work. Responds proactively to programmatic challenges and coordinates quick resolution Prepares reports, memos, and presentations for LDH and/or OPH leadership providing progress updates, special topics, and outcomes of projects. Serves as project manager and functional supervisor of staff on special projects assigned by the Deputy Assistant Secretary. Provides ongoing consultation and technical assistance to OPH teams and program managers to collect data and information related to special projects, initiatives, legislation, breaking events or other priorities as they arise. Serves as liaison for on statewide taskforces, workgroups, councils, and coalitions. Undertakes, oversees, and directs special projects related to legislative action, budget efficiencies, studies, taskforces, workgroups, and other initiatives. Attends meetings and/or legislative activities as a representative of the Deputy Assistant Secretary or with them to participate in discussions or problem solving sessions and to take summary notes and/or minutes and to provide updates or answer questions. Supports and serves in coordination and management of Emergency Operations during activation and as needed between events. Other tasks as assigned. QUALIFICATIONS REQUIRED: Bachelor's degree, or Associate's degree plus 3 years of professional experience, or 6 years of professional work experience. Minimum 4 years professional experience performing administrative functions within an office environment or health care field. Minimum 3 years professional experience in project or program coordination/management. Minimum 1 year professional experience reviewing, editing, or developing business plans. Excellent analytical and critical thinking skills; effective organizational and time management skills. Great attention to detail and follow up. Ability to manage projects, assignments, and competing priorities. Proficient in the use of Zoom, Teams, and Microsoft Office, including but not limited to Outlook, Word, and Excel. DESIRED: Advanced degree. Minimum 5 years professional experience performing administrative functions within an office environment or health care field. Minimum 4 years professional experience in project or program coordination/management. Minimum 2 years professional experience reviewing, editing, or developing business plans.
