Job Summary
This position is responsible for collaborating across various teams, roles, and resource managers to facilitate execution of medium and large technical deliverables. The core function of this position is to execute and implement technical products and capabilities by working with Project Managers, Resources Managers, Business System Analysts, Architects, Quality Assurance, and other resources as needed. Typical responsibilities will include overseeing development of complex Dashboards, regulatory submissions, Software solutions, upgrades of software platforms, etc. In addition, the position may also assist with sprint planning and other agile processes. This position is also responsible for training and mentoring less experienced Implementation Specialists the organization and act as subject matter expert for executing technical initiatives across Information Systems and Business Intelligence organization (ISBI).
Essential Responsibilities
Collaborate with Enterprise Project Managers to allocate and assign work to appropriate teams with in ISBI.
Collaborate with Solutions Architects to refine architecture and to decompose deliverables for assigning them to appropriate teams with in ISBI.
Collaborate with Business Systems Analysts and Domain Specialist to develop detailed software requirements for assigned projects and requests.
Collaborate with Quality Analysts to develop and execute QA plans for assigned projects and requests.
Track and monitor progress of requirements development for assigned projects and requests.
Guide Enterprise Project Managers and business group leaders to navigate ISBI organization to identify and engage appropriate leaders across ISBI to deliver desired outcomes for projects and complex business requests.
Monitor and determine progress of deliverables and address any questions, challenges, roadblocks for projects and large requests.
Regularly provide updates on progress of projects and requests to Project Manager and organization leaders for assigned teams and projects.
Proactively escalate issues, roadblocks to resource managers and senior leaders for timely resolution of issues.
Act as Technical Project Manager for large and complex business requests and coordinate across business teams and various ISBI teams to execute and deliver complex business requests such as building dashboards.
Write and update technical project related documentation as needed.
Plan and organize Sprint plans for assigned teams or projects.
Help ISBI teams to deliver on commitments and achieve high customer satisfaction.
Lead the scrum and other agile ceremonies for assigned teams or projects.
Remove impediments and coach the scrum team on removing impediments.
Resolve conflicts and issues that occur.
Help the scrum teams to identify and fill in blanks in the Agile framework as needed.
Help the scrum team achieve higher levels of scrum maturity and provide education where needed.

Experience and/or Education
Required
Minimum 7 years' related experience that includes some or all of the following:
Experience with successful Agile techniques and experience on a SCRUM team
Strong background and experience in Software Development using relevant technology stack such as .NET, C#, SQL, SSIS, etc.
Experience with development processes and practices for complex Analytics and Dashboards
Experience with cloud development either with Azure or AWS
Experience with DevOps /CICD deployment methodologies and associated development practices
Experience leading technical implementations and/or projects
Preferred
Master or bachelor's degree in STEM, Finance, Economics, Business Administration or Public Health.
SCRUM certification
Experience in the healthcare or health insurance industry
Experience with machine learning, including clustering algorithms, decision tree learning, artificial neural networks, etc.
Experience with Microsoft Azure, and associated tech stack such as Data Factory, Functions, etc.
Experience with Snowflake
Knowledge, Skills and Abilities Required

Knowledge of Software Development tools, processes, and practices
Knowledge of Analytics and Dashboard development processes and practices
