Salary commensurate with experience and qualifications Job Description Summary The Flood Planning Division at Looking for a dedicated and dynamic individual to take on the exciting opportunity to manage the flood planning data department. Performs highly complex (senior-level) managerial work administering the daily operations and activities of the Texas Water Development Boards Flood Data Department in the Flood Planning Division within the Office of Planning. Work involves establishing goals and objectives, guidelines, and procedures. Develops schedules, priorities, and standards for achieving established goals. Develops and evaluates budget requests and monitors budget expenditures. Oversees the development and analysis of the summary of regional and state flood planning data sets and their associated computer applications. Leads the development, implementation and monitoring of specialized projects pertaining to regional and state flood planning, flood protection planning grant and flood management evaluation datasets. Plans, assigns, and oversees the work of the Flood Data Department. Trains staff. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Reports to the Director of the Flood Planning Division. Essential Job Functions Provides effective leadership and management of the Flood Data Department. Manages all project activities within the Flood Data Department, providing technical direction and guidance. Monitors and reports Flood Data Department work activities. Develops and reviews procedures for implementation, administration, and evaluation of short-range and long- range plans of the Flood Data Department and measures progress. Evaluates Flood Data Department performance and recommends and leads improvements. Supports Flood Data Department administrative requirements related to organization, budget, and personnel. Plans and assigns work of Flood Data Department staff and provides oversight of quality control reviews of the departments assigned tasks and work outputs. Authorizes Flood Data Department hiring, separations, disciplinary actions, and employee performance rewards. Assigns job duties, conducts performance evaluations, clarifies roles and responsibilities, and monitors and measures performance against goals. Manages the performance of direct reports, to include, timely completion of performance appraisals, and follow-through on disciplinary actions as needed. Oversees the development, documentation, and maintenance of regional and state flood planning data sets and their associated computer applications. Reviews and evaluates regional flood planning data for contractual compliance. Assists in the preparation of the State Flood Plan, including, for example, processing, analyzing, and undertaking quality control measures of the state flood planning data used in development of the plan. Manages and provides oversight to the management of all flood planning division dataset including space management and ensuring other agency compliance. Processes and summarizes regional and state flood planning data in response to data requests from the legislature, the Board, and other key stakeholders, or internal agency staff. Manages and/ oversees management of projects relevant to State Flood Plan Viewer Manages and/ oversees management other Flood Planning Data Projects and Applications Prepares and monitors performance measures for the Flood Data Department. Ensures the provision of quality customer service from the Flood Data Department to both internal and external stakeholders. Leads and participates in technical development and training meetings with internal staff and external customers. Oversees and evaluates research and analysis on complex issues, legislation, and departmental policies related to flood planning data. Prepares and oversees the preparation of complex data reports and other technical documents. Coordinates closely with other agency areas including TX GIO, as needed. Maintains confidential and sensitive information. Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agencys records retention procedures and schedule. Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses. May be required to operate a state or personal vehicle for business purposes. Performs other duties as assigned. Minimum Qualifications Graduation from an accredited four-year college or university with a bachelor's degree in Planning, Resource and Environmental Studies, Geographic Information Systems, Data Science, Computer Science, Computer Engineering, Business Analytics, or a related field. Seven years of work experience in Planning, Resource and Environmental Studies, Geographic Information Systems, Computer Science, Computer Engineering, or related field. Two years of progressively responsible professional work managing projects/programs and supervising staff. Previous experience with geographic information system (Arc/GIS) and spatial analysis. Relevant education and experience can be substituted for each other on a year-for-year basis. Preferred Qualifications Graduate degree from an accredited college or university with major coursework in Planning, Resource and Environmental Studies, Geographic Information Systems, Data Science, Computer Science, Computer Engineering, Business Analytics, or a related field. More than five years of work experience with relational databases, including geodatabases, querying tools, import and exporting, and report development. Experience in project management and program management. Experience using the ESRI suite of GIS software. Working knowledge of Model Builder. Experience using Python and related scripting. Previous experience working with large amount of data including data analyses, querying data using Microsoft SQL Server Management Studio or others, data organization storage and visualization. Previous experience with flood planning data management in Texas. GISP, CFM or other relevant certifications. Knowledge, Skills, and Abilities (KSAs) Knowledge of local, state, and federal laws and regulations relevant to the Flood Data Department and Flood Planning Division.
