Summary About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. Responsibilities Serve as a Treaty Support Specialist performing the following duties: - developing, preparing, and maintaining Chemical Weapons Convention (CWC) treaty compliance operations plans, SOPs, briefings, site diagrams, agent inventory database and activity records, treaty documents and declarations - adapting and incorporating regulatory guidance; analyzing compliance requirements to develop or update plans, goals, and objectives; developing plans to support long range treaty operations and future customer requirements. Serve as primary systems administrator for the Chemical Accountability Management Information Network (CAMIN) computer system as it applies to the chemical agent and munitions inventory. Maintain real-time records of all Schedule 1 shipments, receipts, synthesis, consumption and work instruction activities and near real-time agent inventory database for required reports during Treaty Inspections. Serve as Defense Travel Administrator (DTA) for the Directorate. Serve as directorate DoD Passport Acceptance Agent coordinating the submission and receipt of DoD issued Government passports. Perform a variety of administrative and records management functions within assigned Directorate. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Assisting in the preparation, coordination, staffing and maintaining program management documentation; 2) Evaluating/understanding high level documents, such as Treaties, reports, DoD and Army Regulations, policies, and guidelines pertaining to mission operations; 3) Utilizing online travel services, such as Defense Travel System, in order to support directorate-wide travel and passport needs; 4) Communicating (oral and written) with senior level leaders and staff within an organization and with external customers in order to provide information and guidance. This definition of specialized experience is typical of work performed at the DE-01 pay band/GS-09 grade level in the federal service. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resource Management, Business Administration, Law. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18.
