Final Filing – 5:00 pm Tuesday, November 12, 2024The Court is conducting an open recruitment for the classification of Human Resources Director. The individual appointed to this position will serve under the general direction of the Court Executive Officer. This is an executive level, at will, position. The HR Director is a single incumbent executive management classification and is responsible for providing leadership, guidance, and oversight of the Court's human resources program and activities, including benefits and payroll.

The incumbent is responsible for planning and managing the development, implementation, and communication of large-scale management efforts including human resources capital strategic goals and performance targets set forth in the Court's strategic plan.

Duties that may be assigned include, but are not limited to, the following:Plans, oversees, organizes, controls, integrates, and evaluates the administrative and operational functions of the human resources division.Oversees the development and administration of the Human Resources Department budget and other operational and administrative policies, procedures, and programs.Directs and evaluates the performance of managers, supervisors, and staff including establishing performance requirements and personal developmental targets; monitors performance and provides coaching for performance improvement and development; approves or takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with court Personnel Plan policies and labor contract agreements.Works closely with the Court Executive Officer and judicial officers in setting and carrying out the vision, mission, and objectives for the Court. Provides leadership and works with directors and managers to develop and retain qualified staff and to ensure a culture of innovation, high-performance, and a customer service-oriented work environment that supports achieving the court's mission, objectives, and values regarding teamwork, mutual trust, and respect; applies process improvement and quality management principles to assigned areas of responsibility.Regularly evaluates and reviews Court programs, policies, and service agreements as it relates to administrative support services to ensure maximum effectiveness and efficiency. Seeks new and improved tools, methodologies, policies, and procedures for enhancing the effectiveness of program operations throughout the Court.Participates as part of the executive management team in resolving critical issues within the administrative support units and the integration of Judicial Council of California programs. Represents the Court to external entities and other branches of government.Directs labor relations, including negotiation and administration of multiple collective bargaining agreements and non-represented compensation plans; advises judicial officers, executives, managers, and supervisors on employee relations matters, including performance improvement plans, grievance and disciplinary procedures and actions; represents the Court in Skelly processes, dispute settlements, mediation, and arbitration; works with employee and labor organizations to resolve problems; proposes and implements new and revised employee relations policies.Manages EEOC and CRD, and other alleged violations of state and federal regulations, lawsuits, grievances, and arbitration procedures, ensuring Court's compliance with the Trial Court Employment and Protection Governance Act and Trial Court Interpreter Employment and Labor Relations Act, works with managers and labor unions to resolve concerns.Directs the review of new legislation affecting human resources.Through subordinate staff, ensures job classifications are appropriately reviewed and maintained and timely recruitment and selection of staff, oversees onboarding and training programs; ensures accuracy and efficiency in payroll processes and procedures, ensuring compliance with appropriate regulations.Oversees the administration of compensation, health benefits, and retirement programs to ensure appropriate quality controls, timeliness, and that all reporting requirements are timely and efficient.Develops recruitment and retention strategies that meet the business needs of the court. Assists the CEO and executive team in developing and coordinating succession plans to achieve the Court’s current and future objectives, goals, and performance measures.Leads and aligns employee engagement by enhancing workplace culture, communication, diversity and inclusion, and employee development.Advises the CEO, executive staff, managers on personnel matters.Participates in regional, state, and national Court meetings and conferences to represent the Court and stay abreast of trends related to administrative and court operations.Performs other duties as assigned.Minimum Qualifications :

The successful candidate will have graduated from an accredited college or university with a bachelor's degree in human resources, business administration, public administration or closely related field.Seven to ten years of experience in the management of a human resources program such as labor relations or employee relations, preferably in public sector, or any combination of education, training and experience that could provide the desired knowledge, skills, and abilities.Possession of a valid California driver's license.A PHR/SPHR Certificate is highly desirable.Application and Selection Process:

GENERAL INFORMATION

Conditions of EmploymentSuccessful completion of fingerprint and a criminal record background check is required prior to appointment and is a condition of employment.

All employees of the court who operate a vehicle on court business must certify they possess a valid California Driver's License and required levels of automobile insurance.

ConvictionsFelony and misdemeanor convictions MAY BE disqualifying for employment with the court. The court will assess the nature and gravity of the offense, the time that has elapsed since the offense was committed, and the nature of the job duties to be performed.

Employment EligibilityIn accordance with the Immigration Reform and Control Act of 1986, all persons hired after November 6, 1986, are required to present to the Court, at the time of appointment, original documents which show satisfactory proof of: 1.) identity and 2.) U.S. Citizenship or a legal authorization to work in the United States.
