We are seeking a qualified candidate to fill our District Materials Engineer vacancy. This professional engineer position provides leadership, management, and technical guidance to the District Materials Section. This position provides geotechnical and pavement engineering recommendations during the design phase of both roadway and bridge projects and provides the monitoring and testing of materials used in construction and maintenance of roadways to ensure compliance with standards and specifications. Required skills for job & position: • Ability to manage staff, programs, and develop budgets • Skill in effectively planning and scheduling work of diverse teams • Knowledge of supervisory and human resources practices and principles to include hiring, discipline, performance management, and employee development • Skill in addressing sensitive, political and customer service situations • Skill in building networks and relationships with employees from other divisions, field personnel, contractors, manufacturers and FHWA representatives • Skill in leadership coaching, counseling, training, and development • Knowledge of state and federal policies and procedures related to materials and methods used in highway construction and maintenance • Knowledge of strategic and operational principles, practices, and techniques • Advanced knowledge of transportation and highway engineering principles, laws and regulations • Skill in the use of computers and software applications to include engineering design and analysis software • Skill in working with all levels of management and elected and appointed officials • Skill in managing the delivery of exemplary customer service by self and others • Ability to communicate effectively orally and in writing with diverse audiences to include making technical presentations and conducting public meetings • Ability to research and analyze data and prepare and present technical reports • Knowledge of transportation project management and transportation project engineering • Knowledge of soils, foundation and materials investigations, testing and inspection methods, specifications and standards • Ability to manage administrative, financial, and technical functions of an engineering work unit • Knowledge of materials and civil engineering principles and practices related to highway design, construction and maintenance • Ability to establish materials engineering program priorities and make recommendations for exceptions to standards and specifications Minimum Qualifications • Valid Professional Engineer License • Degree in materials engineering, geotechnical engineering, civil engineering or related field • Skill in addressing sensitive, political and customer service situations • Skill in the use of computers and software applications • Experience applying state and federal policies and procedures related to materials and methods used in highway construction and maintenance • Ability to research and analyze data and prepare and present technical reports • Progressively responsible experience applying materials and civil engineering principles and practices related to highway design, construction and maintenance • Experience related to supervisory and human resources practices and principles to include hiring, discipline, performance management, and employee development • Experience managing administrative, financial, and technical functions of an engineering work unit • Experience in soils, geotechnical engineering and materials investigations, pavement engineering, testing and inspection methods, specifications and standards (VDOT, ASSHTO and ASTM) Additional Considerations • Experience in materials testing and inspection • Experience managing a large workload and staff in a transportation engineering environment • Experience in strategic planning, financial management and working with local governments, elected officials, citizens and engineering consultants • Experience in highway construction, maintenance and pavement management • Progressively responsible experience managing a materials or geotechnical engineering program Special Instructions You will be provided a confirmation of receipt when your application and/or résumé is submitted successfully.
