Financial Grants Manager

Requests advances/reimbursements from various funding sources, develops budgets for all assigned programs, completes timely reporting as required by each funding source, records and reconciles balance sheet accounts on a quarterly basis, actively works with program directors regarding budgets and expenses. Maintains employee cost shares for assigned programs, prepares reports and forms for internal and external stakeholders as necessary. Prepares journal entries and monitors contract progress. Assists with annual fiscal year-end close and audit activities. Must be knowledgeable of OMB-Circulars and guidelines pertinent to assigned grants/programs.

1. Motivated self-starter, ability to organize and prioritize work to meet agency and funding source due dates.2. Requests advances and reimbursements from various funding sources such as: Department of Health and Human Services, Michigan State Housing and Development Authority, Housing and Urban Development and other sources as appropriate. Tracks balance of grant funds remaining. Ensures advances are requested on a pro-rated basis, not exceeding expenses incurred.3. Develop budgets for all assigned programs. Enters and maintains budget accuracy in the Agency accounting software application. Prepares timely reports as required by each funding source. Responsible for reviewing new and existing contracts for reporting requirements, forms, and due dates. Works with program directors regarding budgets, expenses and other pertinent matters relating to assigned grants/programs. Maintains employee cost shares and distribution codes for assigned grants and programs. Ensures all fiscal year program information is up-to-date and accurately maintained in in program files/documents.4. Prepares Board Proposal forms when necessary for all assigned grants and programs.5. Records monthly accounts receivable for all FSRs, SOEs and other billings as necessary. Reconciles accounts receivable and pre-paid expenses on a quarterly basis. Prepares workpaper indicating outstanding amounts due. Conducts follow-up as directed by the Finance Director or Chief Financial Officer.6. Approves check requests, invoices, and purchase orders for assigned programs/grants. Ensures proper account coding for all assigned program transactions.7. Oversees the contract process ensuring that contracts are prepared accurately, timely and in accordance with budget parameters. Communicate with funding source personnel in a professional manner as required to carry out job responsibilities.8. Prepares reports for the Policy Council and attends policy council meetings as requested. Must be knowledgeable and be prepared to answer questions as well as raise appropriate issues, solutions to problems, etc. Attends and participates in other meetings as required.9. Professionally communicates with funding sources concerning areas of responsibility.10. Assist with annual 1099 preparation.11. Assists with fiscal year-end close. A-133 Audit as well as a variety of specific program audits. Interacts with internal and external auditors/monitors in relation to areas of responsibility.12. Must be knowledgeable of OMB-Circulars and all guidelines pertinent to assigned grants/programs.13. Keeps Finance Director apprised of work progress and potential areas of concern within FGMs areas of responsibility.14. Assists with fiscal year-end close and audit activities.15. Performs all other job-related duties as assigned by the Finance Director and/or Chief Financial Officer.16. Maintains confidentiality of all agency business transactions.
1. Education: Accredited Bachelors degree in accounting.2. Training: General financial management and as required for the position.3. Certification/Licenses: N/A4. Work Experience: Two to three (2-3) years experience in a non-profit setting with high level accounting. Experience should include knowledge of financial reporting/ staff supervision and a sound understanding of federal accounting and administrative; or any equivalent combination of education and work experience that provides the necessary knowledge, skills and abilities for the position may be considered at the discretion of the Chief Executive Officer and Chief Financial Officer.5. Transportation: Must have reliable transportation.6. Basic Skills: Excellent financial management skills including ability to develop and maintain a multi-fund total accounting system of records, reporting, audit trails and reconciliation. Ability to operate computerized systems. Excellent communication skills; both verbal and written.7. Problem Solving, Decision Making and Interpersonal Skills: Ability to work well with others. High level of problem solving and decision-making skills essential. Promote teamwork, participate as a team member with other agency staff and as part of interagency teams.
