If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this titleOpen to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if the candidate meets the below NY HELPS minimum qualifications.NY HELPS Non-Competitive Minimum Qualifications:A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.Preferred Qualifications: Critical thinking skills, analytical skills using Microsoft Excel, ability to solve problems independently. Professional work experience should include policy, projections and trend analysis. The candidate must also have the ability to interact and collaborate with other staff with the Department of Health as well as other state agencies.Duties Description The Associate Health Care Management Systems Analyst (AHCMSA) G-23 will play a vital role on the Contracting and Fiscal Oversight team ensuring that Managed Care Organizations (MCO's) meet mandated fiscal, regulatory and policy compliance standards and submit cost report and financial information, as necessary, in accordance with regulatory and statutory requirements. The candidate will provide subject matter expertise with evaluating, reviewing, approving, and cataloguing MCO management and provider risk contracts which include value based or alternative payment methodologies and routine or ad hoc MCO financial reports. Duties include but are not limited to:Ensuring managed care plans submit provider contracts that comply with state and federal requirements, including methodologies for confirming member attribution, target budgets, performance payments, and shared savings and/or losses. In addition, ensure contracts comply with the State Statute, Regulations and published contracting guidelines as such relate to the financial stability and solvency of the Managed Care Organization. Reviewing MCO quality improvement contracts for safety net hospitals in relation to existing and new initiatives. Evaluating the timeliness and accuracy of MCO financial reports submitted by the MCOs to include monitoring the financial condition, analysis of fiscal operations and compliance with fiscal reporting requirements, reserve and escrow fund requirements and related laws, regulations and policies and other duties as assigned.Ensure accurate fiscal monitoring and utilization of appropriate financial methodologies for established MCO's, new MCO applications, service area expansions or new lines of business.Supervise a team engaged in financial analysis and review.
