This position requires an understanding of project management, system testing, functional testing, user acceptance testing for projects and/or upgrades; and communication with internal customers, the City of Lakeland, and external partners to ensure system integrity. Work is reviewed by project completion, goals, timeline, communication, and overall success.This position is for a Business Systems Analyst II; however, it may be filled at the level of a Business Systems Analyst I.ESSENTIAL FUNCTIONS+ Engages in comprehensive technical support across the entire lifecycle of Lakeland Electric's software applications and systems, focusing on development, design, operation, and maintenance.+ Leads project management efforts for implementing new software/systems and upgrades, aligning with Lakeland Electric's Key Strategic Initiatives (KSIs).+ Conducts in-depth research, evaluation, and analysis of software usage, operational strategies, and business processes. Propose enhancements to boost responsiveness and reliability.+ Creates, modifies, and automates database operations such as updates, inserts, deletes, scripts, views, and tables, ensuring that business processes, software integrity, report accuracy, and customer confidence are maintained at a high level.+ Coordinates and oversees database backups and server maintenance, minimizing impact on internal and external systems, integrations, and users.+ Conducts performance reviews of applications, internal/external integrations, and software, recommending security procedures to safeguard data integrity.+ Facilitates testing, communication, and documentation updates for encryption keys, IP, and firewall requests, ensuring smooth systems integration.+ Utilizes File Transfer Protocol (FTP) software proficiently for seamless file movement between hosted servers and local servers to fulfill reporting needs.+ Proactively troubleshoots, identifies, triages, traces, communicates, documents system and software issues/bugs, and opens support cases as needed.+ Evaluates and tests patches for system functionality improvements or bug fixes, analyzing patch files to determine testing scope.+ Architects complex call-flows utilizing the latest emerging technologies in support of Lakeland Electrics IVR system.+ Leverages SQL expertise to query data from databases for Public Records requests.+ Maintains meticulous records, reports, and documentation to ensure transparency and accountability.+ Reviews data requests for feasibility and acceptability at the departmental or City-wide level, particularly from the Customer Information System (CIS) or other systems.+ Implements, maintains, and manages data interfaces within the Lakeland Electric Technical Support department's purview.+ Conducts application and software customization, modification, development, testing, and deployment.+ Documents and communicates necessary data fixes for software, servers, and other data systems.+ Maintains interfaces between multiple data and communication systems to ensure seamless integration.+ Performs various technical work activities, including requirements gathering, logical data modeling, physical data modeling, data flows, and configuration.+ Provides customer training and support, ensuring the proper and effective utilization of computer software applications and systems.+ Documents policies, procedures, and processes to enhance operational efficiency and clarity.+ May be required to participate and/or facilitate training to support departmental or City initiatives and requirements.+ May be required to work alternate hours as necessary for the efficient operation of the department.+ Position is designated as Mission Critical by Department Director.ADDITIONAL FUNCTIONS:+ May participate in preparing the annual budget by preparing purchase, maintenance, and other cost information for inclusion.+ Provides individualized training to others using computer-based information retrieval and processing.+ Supervises subordinate employees as directed.+ Performs related work as required.This posting reflects the essential functions and knowledge, skills, and abilities for a Business Systems Analyst II;
