The Deputy Executive Director, Planning, Programs, and Policy has primary responsibility for planning, organizing, directing, and leading the Planning and Programs Department activities and functions for the Authority in addition to overseeing and directing the Growth Management and Congestion Management Programs and all related technical work. The position is responsible for planning, programming, and monitoring a diverse program of innovative mobility and transit management solutions, requiring interaction with a variety of agencies and jurisdictions. The Deputy Executive Director is responsible for determining the performance measures and criteria through developing the Comprehensive Countywide Transportation Plan (CTP), monitoring the performance of the transportation systems, and implementation of policies to guide meeting the goals and objectives of the CTP and other studies including performance-based decision making.

Specific Functions and Responsibilities:

PlanningDirect the Authority’s Growth Management Program (GMP), Urban Limit Line (ULL) requirements, and Congestion Management Program (CMP) including updates to the Comprehensive CTP, the Congestion Management Plan, Action Plans and Routes of Regional Significance, Integrated Transit Plan, Countywide Bicycle and Pedestrian Plan (CBPP), road and traffic safety plans (i.e. vision zero), other studies, planning policies, and guidelines.Administer regionally adopted Advanced Mitigation Programs, Complete Streets requirements, and road and traffic safety (i.e., vision zero) principles.Develop and oversee mobility and transit management policies, procedures, and concepts.Conduct transportation economic analyses and application of asset management concepts including risk assessment, benefit-cost analysis, return on investment, system assessment, and performance evaluation.Direct policy analysis of local compliance issues for consideration by the Authority Board.Manage an open, public review process of planning issues.Direct development, advancement, and maintenance of a state-of-the-art computer travel demand forecasting model including land use data and transportation network descriptions.Advance Authority practices, policies, and procedures to adapt and plan for emerging transportation and mobility concepts and technology.Administer updates to technical procedures for the analysis of short- and long-range impacts of land use decisions on transportation system performance.Direct and participate in a multi-jurisdictional, cooperative planning process for assessing the impacts of new development on the local and regional transportation system.Represent the Authority in meetings on planning-related matters before elected officials, Regional Transportation Planning Committees, technical advisory and working groups, other boards, committees, commissions, or councils, and the public.Oversee proposed local and regional development plans and programs for consistency with established guidelines and provide recommendations to the Authority Board.Develop, maintain, and implement the action items in the Comprehensive CBPP.Administer the Local Street Maintenance and Improvement funds, Transportation for Livable Communities funding program, and the Pedestrian, Bicycle, and Trail Facilities program.Serve as liaison to the Metropolitan Transportation Commission (MTC)/Association of Bay Area Governments (ABAG) to establish and maintain a long-range transportation funding plan for incorporation into the Regional Transportation Plan (RTP).Direct the overall work program, staffing plan, and annual budget for the Congestion Management Agency.Manage consultant resources in accordance with established federal procurement procedures.Conduct and direct research and analysis relating to transportation planning programs and goals.Oversee a variety of federally funded programs that are administered through MTC/ABAG.Develop and plan for an integrated and coordinated transportation system that accommodates all users and modes of transportation.Establish countywide goals for reduction of greenhouse gas emissions and Vehicle Miles Traveled; develop innovative mobility solutions to meet those goals.Establish countywide road traffic and safety goals (i.e. vision zero); development and implementation of studies and reports; identification of proactive safety measures.ProgramsDevelop and plan programs to incentivize multimodal travel across the transportation systems that accommodate all users.Oversee transportation demand management programs and services (transit, vanpools, carpools, bicycling, and walking) such as 511 Contra Costa.Oversee accessible transportation programs including the implementation of the Accessible Transportation Strategic Plan.Establish a countywide transit network supported by local and regional transit operators.Oversee and implement mobility-on-demand, shared mobility, and micro-mobility services.Develop and implement zero emission programs to meet greenhouse gas emissions goals.Oversee the vehicle-miles travelled mitigation program.Project DevelopmentManage the scope, schedule, and budgets for various multimodal corridor studies; procure consultant services; and oversee the work of the consultants.Administer corridor studies through a public process involving standing committees.Through the CTP and other studies, identify and scope projects to be delivered by the Project Department.Develop new mobility project concepts for incorporation into the CTP and MTC’s RTP.Work closely with MTC on the development and inclusion of Contra Costa’s projects for the RTP Project List.Manage the evaluation, monitoring, and programming of projects in the State Transportation Improvement Program (STIP).Monitor performance of the implementation of studies, reports, and projects.Strategize, identify, and prioritize projects to meet the goals and performance metrics.Collaborate and coordinate with the Projects Department on the development, prioritization, and performance monitoring of transportation projects.Partner with transportation/transit professionals to research innovative ideas.Develop collaborative partnerships with cities, towns, counties, transportation network companies, and consultants.Develop planning financial plans, allocate funds, and monitor progress and expenditures.Negotiate consultant scope-of-work, review and approve invoices.Ensure consultant deliverables are timely and meet project quality and technical requirements.Policy Development and ImplementationDevelop policies in alignment with goals and objectives of the Authority, CTP, and other studies.Develop and implement policies to standardize, collect, manage, and analyze data.Oversee policy implementation to ensure they are achieving the Authority’s goals.Lead the formulation and implementation of transportation policies.Monitor, track, analyze performance of programs, projects, and funding.Other DutiesPrepare and present reports to the Authority Board and other public agencies.Direct and participate in various committees and task forces.Direct investments and seek additional funding for community projects.Meet with consultants, the general public, and other interested parties.Negotiate, prepare, administer, and monitor consultant contracts.Supervise the Planning, Programs and Policy Department.Direct project studies and ensure their successful conclusion.Develop work scopes, requests for proposals, and contracts.Represent the Authority on regional and sub-regional committees.OperationsAssist the Executive Director in defining work program goals and objectives.Function as the Authority’s Planning Committee chief liaison.Authorize expenditure of funds in accordance with the approved budget.The Deputy Executive Director, Planning, Programs, and Policy is distinguished from the Director level classifications by its responsibility to oversee all operations of one or more Authority departments and its oversight of Director level positions. The position is the executive level staff position on all planning, programs, and policy issues, requiring a wide range of knowledge and experience in a multi-agency setting. The incumbent must have demonstrated ability to work within a complex and diverse public sector environment, with proven experience in transportation, urban, or community planning.
