Job DescriptionGeneral Nature of Work

The purpose of this position is to perform work dealing with the inspection of residential occupancy structures and the enforcement of City codes. Work varies requiring individual judgment and discretion within prescribed standards and procedures. Must work closely with all departments as well as various city, state, and county agencies and the general public as needed for compliance and enforcement issues in normal conduct of business. The position will be responsible for inspecting residential structures, hazards (safety and others), and citing housing codes and zoning ordinances. Individuals in this position will report to the Building Services department.

JOB RESPONSIBILITIES

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Inspect existing residential buildings for structural, safety and other hazards, citing corrections that must be made to bring structure into compliance with city housing codes and zoning ordinances; oversee and check remedial actions and recommend changes as necessary.Patrol and/or inspect an assigned area to monitor for violations of local codes.Respond to complaints of potential code violations relating to signage, building occupancy, nuisances, hazardous sidewalks, housing conditions construction, land use, zoning, animals, noise, dumping, clearing, grading, filling, polluting, or other code related matters.Respond to citizen complaints by conducting field investigations of unsanitary or overgrown conditions on vacant lots or grounds, around buildings, junked cars or other related violations. Notify the police department for the enforcement of vagrancy and criminal or drug violations; compare facts to code requirements; make findings and issue warnings, correction notices, or citations.Meet with owners, tenants, contractors, developers, businesses, etc. to review and explain code requirements and violations or potential violations; secure code compliance.Enforce city sign ordinances to include, making inspections and issuing citations when violations occur.Draft and distribute a variety of correspondence, memoranda, notices.Provide information to persons who request information or assistance in code enforcement related matters.Assist in obtaining, enhancing, preparing or presenting exhibits or other evidence in court as required.Maintain a variety of logs and records related to inspection and enforcement activities; prepare recommendations for amendments and additions to codes or regulations which relate to the position.Coordinate efforts with the police, zoning, building and related departments, the prosecuting attorney, and other staff or agencies as needed.Work with police and prosecutors to obtain written or tape-recorded statements, depositions, or admissions as needed.Consult with prosecutors and prepares case report for court action; testify in court.

Requirements

KNOWLEDGE, SKILLS, and ABILITIES•Knowledge in ordinances and codes.•Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.•Knowledge of approved methods and materials used in building construction.•Skilled in computers including Microsoft Word, Excel, and Outlook.•Strong communication skills, both verbal and written.•Ability to Be able to recommend changes or updates to codes and ordinances.•Ability to enforce city zoning codes firmly, tactfully, and with impartiality.•Ability to perform a multitude of movements requiring moderate physical efforts; occasionally works in an environment that is not controlled.•Ability to establish and maintain effective working relationships with business owners, contractors, neighborhood representative, public officials, and the general public.•Ability to maintain effective relationships with other employees, building owners, residents, tenants, and the public.•Ability to perform site inspections and investigations.•Ability to understand, interpret, enforce, and communicate policies, City Code of Ordinances, procedures and protocols.•Ability to use a PC and skills in word processing, basic spreadsheet, email, and other applications.•Ability to comprehend and interpret these documentsordinances and codes for daily enforcement with the public.

MINIMUM QUALIFICATIONS•Work experience of (3) years involving a high level of public contact, including some experience dealing with the public in enforcement, inspections, investigation, or customer service capacity.•Experience that includes the enforcement of Muni codes.•Must possess or have the ability to obtain a valid Class C Georgia driver's license by the start date and have a satisfactory 5 year driving history to include no DUI's.•Must be able to Obtain ICC Property Maintenance Certification within 1 year.
