POSITION SUMMARY

This position requires the applicant to successfully pass a drug screening.
This position is responsible for supporting the recruitment division for the City of Port St. Lucie and the outcomes of the recruitment process. Responsibilities include assisting with the development and implementation of recruiting plans and strategies to fulfill the organization's current and future staffing needs in alignment with the City's Strategic Plan, Vision, Mission, and Values. Facilitates the development of public trust and confidence in the City.
This position is an Essential classification and will be required to report to duty before, during, and immediately after a civil emergency.
ESSENTIAL DUTIES

Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.Applies advanced knowledge of principles, practices, methods, and techniques of assigned program functions, and applicable laws, regulations, policies, and procedures involving Human Resources Administration and Recruiting.Coordinates multi-channel recruiting processes to fill vacancies including internet, social networking, search, college recruiting, job fairs, external boards/events, etc.Assists the Recruitment Manager with the oversight of the recruitment cycle for open positions including background checks and onboarding.Administers comprehensive background checking process for all applicants.Works closely with Recruitment Manager and hiring managers to gain a comprehensive understanding of the department's needs, and to meet competitive hiring goals and expectations.Works with Recruitment Manager and senior managers to understand organizational needs and strategic goals of the Human Resources Department.Researches and recommends efficient recruiting practices.Develops creative sourcing strategies to attract top applicants.Administers NEOGOV process and oversees the qualification process.Provides subject matter expertise in staffing policies and processes; maintains knowledge of all State and Federal Employment Laws.Maintains applicant tracking database.Prepares reports and maintains recruiting metrics in the absence of the Recruitment managerOther duties as may be assigned.MINIMUM QUALIFICATIONS

EDUCATION AND/OR EXPERIENCEGraduation from an accredited college or university with a Associates degree in Human Resources, Public Administration, Business Administration or a related field preferred. Minimum of three (3) years in recruiting and human resources required. A comparable amount of training, education, or experience may be substituted for the minimum qualifications.
CERTIFICATES, LICENSES, REGISTRATIONS
Possession of SHRM-CP/SCP or similar professional certifications strongly preferred.Possession of valid Florida Driver's License and maintenance of clean driving record required.
