Programmer/Analyst (SCADA)

This is professional work, tactical in nature and includes advanced technical and analytical work in planning, design, implementation and maintenance of the Water/Wastewater Supervisory Control & Data Acquisition (SCADA) system. SCADA platform software is installed in a server based, high availability virtualized environment utilizing a variety of communication protocols connected to Programmable Logic Controllers (PLCs) and thin client computers to monitor and control processes at multiple facilities and remote sites.
This position will be located at : 6730 142nd Avenue North, Largo, FL33771
The position is responsible for providing technical support in the functional areas of SCADA development and support in a mission critical environment. Work requires creative and original thinking and is performed under the general direction of more senior professionals with significant latitude for individual and team initiative, judgment and discretion in working with customers to maintain operations and achieve business objectives.
What Will You Do?
Coordinate with Utilities Operation and Technical staff on trouble-call response and system enhancement requests.Perform regular software maintenance on SCADA related servers and systems.Represents the SCADA department during the coordination of plant or engineering projects.Provide general guidance to lesser experienced team members during standby calls, troubleshooting efforts and assigned tasks.Assist with design and development of SCADA architecture, Archestra objects, and HMI Screens.Assist in the development of SCADA/Security policies, procedures, and standards.Maintain SCADA design and implementation standards and follow established procedures for issue tracking and documentation.Performs other related job duties as assigned.What Do You Need?
Experience
- technical and professional experience in SCADA technology including architecture, Archestra HMI and Object Design, Cybersecurity and SQL Database technology.
Education
- Degree in information technology, computer science, computer technology, or related field.
High school diploma and 4 years of experience as described above; orAssociate's degree as described above and 2 years of experience as described above; orBachelor's degree or higher-level degree as described above and some experience as described above.An equivalent combination of training and experience.Possession, or ability to obtain upon hire, and maintenance of a valid State of Florida Driver's License with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.Highly Desirable
Proficiency in the following areas: Archestra Configuration, SQL Database Reporting tools, Ethernet and Cellular Networks, Windows Server Management, Application Documentation, PLC Programming, Basic Instrumentation and Electrical troubleshooting.Ability to read, interpret and provide technical review of a wide variety of engineering plans, specifications and related documents.Decision Quality: Makes good decisions based on a composite of research and analysis, subject matter knowledge, experience, and SCADA best practices.Self-motivates, manages and performs personal daily activities and multiple major projects under the discipline of defined departmental business processes.Communicates effectively, both verbally and in writing, to peers, management and customers at various levels of the organization.Knowledge of Water/Wastewater processes and pump station control.Familiar with GIS concepts.Knowledge and Skills
Advanced knowledge and experience with:
Wonderware System Platform components including Application Server, Intouch Managed HMI Applications with Archestra graphics, Historian and Historian Client, OI Servers, and License Management.Kepware IO Servers.Rockwell Software Thin Manager and Thin Client configuration.Schneider Unity Pro PLC software.Motorola STS PLC software.Cellular modems.Visual Basic, VBA, or .NET scripting.Microsoft Windows Server.Microsoft SQL Server.Microsoft Remote Desktop/Terminal Services.Microsoft Office.General knowledge and familiarity with:
