Job Summary
We are seeking a Senior Business Analyst to join our team! You will be working onsite with the client as a Business Process consultant. The ideal candidate has strong business process experience, a strong understanding of IIBA BABOK latest edition, and exceptional communication and interpersonal skills. The BP Consultant identifies project stakeholders and respective Subject Matter Experts (SME’s) through stakeholder analysis and management. The BP Consultant works with project stakeholders to define and validate requirements, while working with the development team to implement and test requirements. This covers the receipt/review of initial project requests, refinement of the project request, and development of the business case and concept proposal. Help client decision-makers determine whether a project should proceed.
Responsibilities
Participate in the Project Preliminary Planning activities
Perform project feasibility and cost benefit analysis and provide reports to
Transition a project from idea or concept through preliminary planning and project charter
Assist with project scope definition and management plan
Capture requirements as it relates to the different levels of influence between stakeholders.
Facilitate elicitation session(s) with large group of stakeholders
Understand and communicate information on the requirements to the project team.
Determine modeling techniques to use (i.e. use cases, workflow, swim lanes, diagrams)
Develop and utilize modeling tools and techniques to communicate with the stakeholders
Develop, maintain and present requirement documents - business, functional, non-functional
Use JIRA to manage the lifecycle of requirements
Conduct quality review walkthroughs of business requirements documentation.
Facilitate and obtain signoff on requirements documentation
Implement and enforce a change management procedure for requirements documentation.
Analyze business issues to translate business needs into understandable requirements
Operate as a spokesperson for business owners to communicate solutions
Help determine whether new IT solutions will improve productivity
Elicit and document existing business models and workflows with the applicable SME’s
Produce high-level outline designs or use cases to aid in the definition of requirements
Provide client support and consultation for IT issues
Identify the benefits of potential project deliverables, and performance metrics
Facilitate communication and project meetings in the absence of the project manager
Provide post project implementation support
Perform other duties as assigned
Experience and Skills Requirements
7+ years of relevant and current experience as Business Analyst
Proficiency with JIRA
Familiarity with Agile System Development Life Cycle (SDLC) methodology
Working knowledge of Microsoft Project or other industry-standard tools
Most recent edition of the International Institute of Business Analysis (IIBA) Business Analyst Body of Knowledge
Experience working with state and local government clients is a plus
Experience with state transportation sector is highly desired
Must be able to commute and work onsite in Baltimore
Degree/Certification Requirements
Bachelor or higher degree
IIBA Certificate (Required)
ITIL Certificate (Desired)
PMP Certificate (Desired)
Security Requirements
Must be willing to submit and complete successfully a criminal background investigation (Mandatory)
Current and active security clearance is a plus (Public Trust or higher)
