The

Sourcing Specialist II

will report to a Sourcing Director within The Johns Hopkins Health System (JHHS)as a member of one of three sourcing groups: Clinical, Non-Clinical or Capital Equipment. Depending on placement, this position will be responsible for executing against a sourcing strategy for (1) capital equipment, (2) clinical products, or (3) non-clinical items and purchased services, all across a range of different types of contracts. The Sourcing Specialist II will engage in daily sourcing activities including drafting and negotiating contracts, supporting the monitoring of contract performance, contributing to the Request for Proposal (RFP) process, developing, evaluating and managing vendor relationships and implementing contracts with end users. This position will also be responsible for conducting benchmarking activities, reviewing industry best practices, analyzing corporate spend and collaborating in cross-functional teams to achieve cost savings, increase quality, and build and maintain a competitive portfolio of pricing for capital equipment, clinical products, non-clinical items, and purchased services.The

will collaborate with the Divisions of Analytics and Value Analysis within the JHHS Supply Chain Department. Area specific responsibilities may include reviewing buy vs. lease analysis and conducting total cost of ownership reviews (e.g., cost of consumables and service agreementsshould be reviewed in the capital purchase process). This position will maintain a thorough knowledge of all product and service needs and industry developments in assigned categories, including their clinical applications. This position will be responsible for drafting contracts and providing guidance and training in coordination with JHHS Supply Chain Department Contract Managers and the JHHS Legal Department. Requirements:Applicants must have at least four years of work experience or residency/externship experience in Supply Chain or healthcare related field OR applicants with a Master's degree (MBA, MPH, MHA) must have two years of work experience in Supply Chain or healthcare related fieldDemonstrated ability to execute, with minimal supervision, against a sourcing strategy for capital equipment, clinical products, or assigned non-clinical items and purchased services in line with JHHS Supply Chain's strategic visionNegotiation and management skills for both Group Purchasing Organization (GPO)and contracts negotiated directly with vendors, as well as managing an RFP processBasic knowledge of legal and contract language, knowledge of clinical categories as well as knowledge of contract negotiation techniques.Advanced critical thinking analytical skills to enable sourcing/contracting decisions for capital equipment, clinical products, or assigned non-clinical items and purchased services, through data (e.g., by referencing benchmarking, industry/market analysis, buy vs. lease analysis, total cost of ownership reviews and spend analysis)Ability to independently manage multiple priorities and projects as a program leaderDemonstrated ability to identify and implement cost reduction and quality improvement initiatives (e.g. pricing, standardization and utilization)Demonstrated ability to develop and maintain strong vendor relationships, and maintain internal customer and supplier relationships to ensure successful contract implementation and operational effectivenessAdvanced interpersonal, communication and influencing skills with the ability to maintain strong business relationshipsAbility to work well as a member of cross-functional teams (e.g., value analysis, analytics and end user teams, along with administration support staff)
