San Mateo County Public Safety Communications (PSC)

is seeking an outstanding leader to head the Department's System Management Unit as the

Information Technology Manager .

The Systems Management Unit handles all technology needs for the Department from desktop support to operation and maintenance of the County's 911 communications infrastructure.

The

Information Technology (IT) Manager , reporting to the Public Safety Communications Deputy Director, will provide day-to-day leadership, management, and coordination of all activities pertaining to the direction, planning, and resource allocation for San Mateo County's 911 communications system and Public Safety Partners networks. The candidate selected for this position will evaluate and integrate emerging technologies to solve complex business and technology needs. The DepartmentSan Mateo County Public Safety Communications (PSC) is the largest dispatch center in the county and the only Tri-Community (Police, Fire, Medical) Center. Located in Redwood City, PSC is a stand-alone department with a civilian command structure, including a Director, Deputy Director, and several managers.

The PositionThe IT Manager oversees the integration of county-wide, multi-agency operations and plans the long-range evolution of 911 technology infrastructure in San Mateo County. They ensure that systems effectively deliver emergency and non-emergency communications, oversee the installation and maintenance of infrastructure and equipment, and manage the Computer Aided Dispatch (CAD) system.

This role involves managing technology projects, developing requirements, and making contract award recommendations. The IT Manager maintains systems critical to public safety and guides the department through changes in 911 technology by creating new policies and standards, including for NexGen911.

They lead the Systems Management Unit, enforce IT policies, and work closely with the San Mateo County Information Services Department to develop technical solutions and maintain County-wide IT standards. The IT Manager is responsible for both short- and long-term planning and supervises technical and clerical employees. Additionally, they manage relationships with systems integrators, consulting firms, and technology vendors providing support to the Department.

Ideal Candidate:The ideal candidate for this high-level position will possess a bachelor's or master's degree in electrical engineering, computer science, information systems, public administration, business administration, or a closely related field. Additionally, they will have over 5 years of supervisory experience, preferably leading IT staff. Previous experience in a Public Safety environment is highly desired.

Candidates should also have strong technical expertise in emergency communication systems, E911, LBS systems, and telecommunications networks. Experience with compliance with FCC Rules and Regulations is a plus.

This position is distinguished from lower-level departmental information technology positions by its responsibility for short- and long-range tactical and strategic planning and by full line supervision requirements. The work is primarily managerial and analytical in nature where the work of lower-level positions tends to be more technical and procedural.

Examples Of Duties

In general, duties may include, but are not limited to, the following:

Work closely with management team to determine areas which would benefit from automation and coordinate work to implement appropriate systems; provide overall management of projects for the department.Analyze and determine feasibility of automating programs, develop new applications, and modify existing applications.Participate as the key department contact with Information Services to prepare and review needs analyses.Perform departmental planning for automated systems; Function as a team leader working with management team in own department and with management of other departments, partner agencies, and customers in the development of integrated systems that affect more than one department.Define Information Services' role and responsibility within the user department.Oversee Information Services' staff and/or vendors working within the department to assure that the departments' needs are met.Write procedures, memoranda and instructional material relating to staff use of automated systems.Supervise others doing administrative, technical, or clerical work in support of departmental automated systems as assigned.Maintain and update manuals, code books and computer control tables.Research and resolve problem areas and discrepancies in computer programs.Consult with staff on training needs and materials; develop and participate in in-service training programs to ensure proper data handling and transmission.Make recommendations regarding department workflow and operations to best take advantage of the benefits of new and modified automated systems.Serve as Video Display Terminal Coordinator for the department, interpreting and implementing the County's policy as assigned.Serve as the County Coordinator.Provide guidance to stakeholders.Perform related duties as assigned.More specifically, the IT Manager will:

Maintain and promote a professional leadership relationship with all departments within the County's internal and external organization to achieve optimal performance, compliance, and problem resolution.Lead, motivate, and guide the members of the Systems Management Unit to maintain the highest level of performance.Analyze emerging technology trends within the 911 industry and align the Department's IT strategy to adopt and implement new technologies.Synthesize data and build consensus by clearly communicating and presenting data; collaborate with vendors, IT staff, business users, and decision-makers to develop data-driven insights to improve overall user and staff experience; act as the Data Steward for the Department.Contribute to a strategic and evolving approach to the use of data in the Department by helping to shape and define improvements that enable internal and external data sharing and publishing.Develop and implement information systems security policies, data policies, and Software Development Life Cycle (SDLC) methodology and practices like Agile (SCRUM), etc.Troubleshoot application problems and develop plans to adhere to timelines; anticipate risk and issues; capture options and solutions, considering the impact of decisions; act as the point of contact for escalated issues.Oversee the department's management of cloud computing.

Qualifications

Education and Experience:Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is: Three years of analytical or administrative experience that involved the application of data processing principles and techniques.

Knowledge of:

Principles and methods of systems and procedures analysis.Data processing principles, techniques and capabilities.Principles of supervision and staff development.Principles and methods of statistical reporting.Technical writing principles and techniques.Modern office methods, including record keeping, storage and retrieval.Skill/Ability to:

Analyze, evaluate and develop systems and procedures for data processing applications.Interpret departmental business needs and policies to Information Systems, the County Manager, other department and vendors.Conduct systems analysis and feasibility studies.Supervise the work of others.Train in the use of data processing methods.Prepare and present technical reports and recommendations.Negotiating with Information Services and other departments to assure that the department's interests are known and met.Communicate clearly and concisely orally and in writing.Establishing and maintaining effective and cooperative working relationships with others.Work independently.Perform financial analyses of data processing applications and budgeting for such applications.Other Requirement:
