Description

This is a highly technical and professional position with compliance responsibilities relating to the reliability and stability of the Ocala Utility Services (OUS) electric system. It ensures strict compliance with the electric reliability standards of the North American Electric Reliability Corporation (NERC) and Florida Reliability Coordinating Council (FRCC). This position would report to Regulatory Manager.Examples of Duties

ESSENTIAL JOB FUNCTIONS

Develop, communicate, implement, assist and oversee policies and procedures to ensure that OUS is compliant with the applicable standards. Works directly with System Control, Engineering, Substation and Regulatory Manager.Assist in the development and implementation of training and certification in NERC/FRCC compliance requirements for applicable NERC/FRCC standards.This position is responsible for developing training documents and presentations, for both internal NERC-related training, and for presentations at FRCC and FMPA workshops.Oversee the documentation and archival system and ensures that OUS is at all times compliant and audit ready. Responsible for design, develop, and maintain the OUS's compliance tracking system.Oversee NERC/FRCC self-certification procedures and report to OUS staff on compliance status.Attends meetings and training related to NERC, FRCC and Florida Municipal Power Agency (FMPA) and communicates information to OUS Staff.Assist in decision making for any system work that may affect regional system reliability and stability.Utilize company standard computer applications including word processing, spreadsheet, database, Internet browser, etc.This position has the authority to report directly to the Assistant City Manager/Utilities on issues affecting reliability and stability, of the electric system.Responsible for conducting internal audits of OUS's compliance program, as well as serving as OUS's representative auditor for peer reviews of other FMPA members.Responsible for managing, reviewing, and coordinating all activities associated with the Open Access Transmission Tariff, with respect to non-financial requirements.Manages all compliance related activities related to the Mandatory Reliability Standards Compliance Contract with FMPA. This includes creation, review, revisions, and evidentiary development & archiving for any documents associated with NERC registered functions for which FMPA is registered, but OUS is responsible to directly support.Manages and facilitates all activities related to the OUS Critical Infrastructure Protection Committee, as well as the non-CIP subject matter expert committee.Manages the tasks and functions set for in the OUS Reliability Compliance Program, as part of sustaining a culture of compliance.Assists the Regulatory Manager with review, analysis, and recommendations for OUS physical and cyber security measures, consistent with NERC and other statutory requirements, for protection of critical infrastructure protection.Significant out-of-town travel required, in order to contribute and participate in FRCC, FMPA, and NERC committee meetings and workshops.Performs other duties as assigned.Minimum Qualifications

EDUCATION AND EXPERIENCE

Bachelor's degree in engineering from an accredited college or university.A minimum of three (3) years' experience of a progressively responsible nature in the compliance and regulatory industry.A minimum of five (5) years' experience in the electric industry.Equivalent combination of education and/or experience may be substituted.

REQUIRED LICENSES & CERTIFICATES

Must possess and maintain a valid Florida Operators Driver's License with an acceptable driving record.RESIDENCY REQUIREMENT

Must be able to respond to City Complex (1805 NE 30th Ave.) within 45 minutes from the time notified.

KNOWLEDGE, SKILLS AND ABILITIESCandidate must have knowledge of electric power distribution systems, ability to meet multiple deadlines and ability to research, compile and analyze technical data. Candidate must have the ability to monitor work of others, interpret legislative and regulatory mandates impacting utility operations and a current understanding of the technological, regulatory, and business forces shaping the electric utility industry. The Candidate must be able to participate and represent OUS in a professional manner in negotiations and other interactions with external entities.

Candidate must have the ability to communicate orally and in written form and to establish effective relationships with professional/technical staff. Candidate must have the ability to remain calm in stressful situations, to use independent judgment and problem solve, and to maintain a positive working relationship with personnel, contractors, governmental agencies, and the general public. Candidate must be able to work independently and with a group to achieve goals and objectives.

Deferred compensation is available to all full-time employees at the time of employment. This benefit allows the employee to defer income without paying taxes until money is withdrawn. Current plan is administered through MissionSquare.

Direct Deposit

Direct deposit automatically deposits your net pay each pay period to your checking or savings account at your own financial institution. Direct deposit is a condition of employment for a person hired by the City.

Each pay period the employee receives an earnings statement showing gross pay, taxes, other deductions, accruals and net pay. Enrollment forms are available at Human Resources or Payroll.

Retirement Plan

All full-time employees hired after 10/01/2013, apart from Sworn Police Officers and Firefighters, are enrolled in the 401a Defined Contribution Retirement Plan with MissionSquare. All contributions to the 401a Defined contribution plan are pre-tax and earnings grow tax-deferred. The City contributes 8% and employees contribute 3%. City contributions are 100% vested after one year of employment. You will be enrolled automatically and should take time to review your investment options at your earliest convenience.

Training Programs

The City is committed to provide training programs for all departments and all positions. Risk Management conducts classes in Defensive Driving, Safety, and Insurance. With rare exceptions, classes are offered during working hours, and are open to all eligible employees.
