Job Summary:
Reporting to the Sustainability Director, the Energy Program Manager (EPM) supports and leads initiatives to achieve Milwaukee County's ambitious energy and emissions reduction goals. The EPM develops and implements energy conservation, energy efficiency, decarbonization and renewable energy projects for Milwaukee County operations. Additionally, the EPM supports the development and implementation of energy and emissions reduction plans and policies, including the Climate Action 2050 Plan. The EPM is responsible for tracking, analyzing, and reporting Milwaukee County's energy performance, both internally and through local ordinance requirements. The EPM is the primary contact for the Countywide clean energy program. This important work supports Milwaukee County's policy to achieve net zero carbon emissions in its operations by 2050.Essential Responsibilities:Performance Management : Benchmark building energy performance. Compile, analyze, and communicate progress toward Milwaukee County's energy and emissions reduction goals.Project Management : Lead the development, approval, and execution of energy and emissions reduction projects for Milwaukee County operations,Collaboration : Work with Milwaukee County staff, elected officials, consultants, contractors, and community partners to advance clean energy initiatives.Strategic
Planning : Help improve and expand Milwaukee County's clean energy and climate action programs.Procurement : Support and lead initiatives to reduce Milwaukee County's energy costs and/or increase its revenues through purchasing standards and practices.Development : Work with Focus on Energy, Milwaukee County's Strategy, Budget and Performance office, and external consultants to identify, recommend, and secure external funding for clean energy and climate action projects.Other duties as assigned.
Minimum Qualifications:Current resident of the State of Wisconsin.Bachelor's degree in Environmental Science/Business/Engineering or related field.At least three (3) or more years of related experience.A valid Wisconsin driver's license with satisfactory driving record and maintained throughout employment.Intermediate proficiency with personal computer and word processing, spreadsheet, and database software.Intermediate experience using energy analysis and reporting software (EnergyCAP, Portfolio Manager, or similar)Professional Engineer, Business Energy Professional (BEP), Certified Energy Manager (CEM), or similar credential is
desirable
.
Preferred Experience:Demonstrated success with achieving energy and emissions reduction goals.Experience managing climate and energy projects such as building commissioning, lighting upgrades, renewable energy, building electrification, and/or energy procurement.Experience leading diverse stakeholders' meetings.Experience working with utilities and local government.
Preferred Knowledge, Skills, And Abilities:Demonstrated knowledge of energy conservation, energy efficiency, and decarbonization principles and practices.Able to organize and analyze large and diverse datasets from various platforms to identify trends, relationships, and errors.Strong organizational, time management, and project management skills.Able to identify, research, and communicate the 'business case' for new initiatives, both verbally and through written reports.Adept at learning and applying new concepts, systems, and technologies - even when directions are unclear.Able to work well independently or as part of a diverse team.Ability to lift, carry, push and pull up to 30 pounds.
