DESCRIPTION

Utilities Project Manager with advanced skills who is responsible for creating, designing, developing and implementing the Campus Utilities Master Plan. Exercises independent judgment in selecting methods, techniques and evaluation criteria for obtaining results, and may oversee, manage, supervise, or provide guidance to assigned staff. Manages vendor and contractor relationships to ensure critical utilities projects meet intended scope/budget/performance requirements.Projects include improvements and ongoing maintenance and evaluation to the Campus Utilities System including cogeneration, chilled water, high temperature water, high voltage electrical system, emergency electrical, metering, building and utility management, natural gas, potable water, reclaim watered, and sewer and storm drain systems. Implements engineering and project management processes in support of the products and services involving departmental or cross-functional teams focused on the delivery of new or existing products. Develops projects to reduce energy consumption and demand in campus buildings and utility systems. Prepares analysis to support campus funding requests. Perform technical engineering review in support of the Campus Master Utility Plan (MUP) and other related utility infrastructure projects. Provide continual updates and make recommendations for improvements to the MUP to assure the program is comprehensive with energy efficiency and renewable energy projects.Organizes the interdepartmental activities ensuring completion of the project / product on schedule and within budget constraints. Assembles and directs moderate to large project team, designs project plan, schedules and may monitor budget / spending (people and dollars). Assures energy data acquisition systems are functional, working properly and accurate. Assembles and directs diverse team to ensure data and metering quality. Provides supervision, guidance, training to assigned staff. Collaborate with Utilities Analyst and Facilities Management Business and Financial Services team to ensure that all energy and utility data is collected and billed correctly monthly. As needed, participates in the Request for Information (RFI) / Request for Proposal (RFP) process. Continuously monitor the utility industry to ensure utility purchases reflect the opportunities of the market and obtain bid solicitations for procurement.Monitors energy efficiency projects from initiation through delivery, including oversight of and responsibility for all utility rebate and incentive processes, system integration, project and communications, interface with vendors and managing risk. Assists in the execution of UCSD's compliance obligations for the California Cap and Trade program. Perform technical engineering review of Alternative and Renewable Energy systems.Ensure that staff remains current in all areas of responsibility, especially with changing technology and safety practices, through an active program of training and education. May coordinate work assignments and prioritize daily workload for assigned staff. Establish and maintain positive and cooperative working relationships with all members of the Department and Campus Community. Communicate effectively with people of many diverse backgrounds including students, staff, faculty, and customers. Practice and model the fundamentals of UC San Diego's Principles of Community. Take a proactive role, as liaison, with key building occupants and epitomize a strong customer orientation.Drives UC-owned/leased vehicles to conduct official business related to job such as field walks, in-person campus meetings, and inspections.QUALIFICATIONS

Bachelor's degree in related area and / or equivalent experience / training.

Advanced project management skills to effectively manage highly complex projects, or highly specialized and critical project component. Critical components include technical specification review, utility related equipment installations, product acceptance, inspections, and commissioning.

Advanced knowledge of the organization, including its infrastructure, rules, regulations, policies and short and long range strategic building plans. Critical systems include cogeneration, chilled water, high temperature water, high voltage electrical system, emergency electrical, metering, building and utility management, natural gas, potable water, reclaimed water, and sewer and storm drain systems in a campus setting, with particular emphasis on research and laboratory spaces.

Advanced ability to manage contractors and maintain compliance to the agreed-upon scope of work and budget.

Demonstrated experience performing mathematical engineering and energy and utility calculations and experience conducting complex analytical utilities studies in a large-scale academic, multi-facility, or complex facilities management environment.

Demonstrated ability to develop short and long range plans for use in utility infrastructure operation.

Advanced analytical, organizational and problem recognition / avoidance / resolution skills. Ability to work in a highly collaborative manner on highly complex utility infrastructure related projects; readily assess complex challenges and barriers and recommend effective resolutions.

Advanced knowledge of building and construction, design, construction contract administration and California Building Codes, including advanced understanding of industry practices, or deep expertise in a highly specialized and critical discipline.

Advanced written, verbal, and interpersonal communication skills, including highly effective negotiation skills and highly developed political acumen. Excellent interpersonal and communication skills and proven ability to establish rapport with diverse groups, both internally and externally. Demonstrated experience working in a team environment and communicating effectively with broad range of people.

Demonstrated ability to lead technical staff, motivate and influence others. Strong, effective supervisory skills and demonstrated ability to provide leadership that motivates and promotes team building, creates a positive work environment.

Ability to model and advocate UCSD Principles of Community.

Demonstrates competency and commitment to equity, diversity, and inclusion.

Ability to train staff and hold informational sessions for participants in processes overseen by this position.

Proven ability to assess needs for energy management products to meet those needs. Experienced user of standard computer systems and applications including Microsoft Office (Word, Excel, PowerPoint, Outlook), Adobe, Energy Management Systems, and web-based applications.

SPECIAL CONDITIONS

DOJ/FBI/DMV background checks and clearances required prior to employment.

Must possess and maintain a valid CA Driver License.

May be required to support campus emergencies and shutdowns as necessary.

Pay Transparency ActAnnual Full Pay Range: $94,400 - $176,800 (will be prorated if the appointment percentage is less than 100%)Hourly Equivalent: $45.21 - $84.67Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position.
