GS-7 The primary purpose of this position is to serve as a Human Resources Specialist (Employee Benefits), GS-0201-07 in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. Summary Continued in Duties Responsibilities Summary Continued GS-9 The primary purpose of this position is to deliver benefits and entitlements Tier 1 services in a regionalized environment using information systems technology and reengineered business processes. Services cover benefits and entitlement services within the Federal Government to include Federal Employees Health Benefits (FEHB), Federal Employees Group Life Insurance (FEGLI), and Thrift Savings Plan (TSP). Duties GS-7 Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity Participates in special initiatives, studies, and projects Prepares written correspondence and other documentation GS-9 Process Tier 1 Benefits and Entitlements Actions when an employee has a change in entitlements or status Resolve Centralized Insurance Enrollment Clearinghouse (CLER) systems error codes Process Beneficiary Forms when there is a change in an employee's insurance beneficiary information Establish and maintain good working relationships and interacts with other Sections, Branches, Directorates, Divisions, Tiers, support personnel, and serviced bases, to resolve quality of service issues Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. SPECIALIZED EXPERIENCE: GS-7 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-5, or equivalent in other pay systems. Examples of specialized experience include knowledge of basic principles, concepts, and practices of Human Resources (Employee Benefits). OR EDUCATION: Applicants have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or they have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have less than the full amount of specialized experience described in the job opportunity announcement; however, they have completed some graduated-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Therefore, applicants have a combination of experience and education. Examples of specialized experience include knowledge of, and skill in applying, fundamental HRM methods, principles, and practices of the Employee Benefits and standardized analytical, and evaluative methods and techniques sufficient to advise on and/or resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions, make informed judgements on problems and issues, perform management advisory services for specific requests related to immediate problems of limited scope, and analyze segments of broader HRM issues or problems, e g, the functional relationships between specializations and the impact of decisions made in one specialization on the entire HR system. OR EDUCATION: Applicants have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. D., [if related] in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts. OR COMBINATION OF EDUCATION AND EXPERIENCE: Applicants have less than the full amount of specialized experience described in the job opportunity announcement; however, they have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: GS-7 Knowledge of basic principles, concepts, and practices of Human Resources (Employee Benefits) Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments in Human Resources (Employee Benefits) Skill in communicating factual and procedural information clearly, orally and in writing Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions Ability to plan and organize work, and consult effectively with co-workers GS-9 Knowledge and practical understanding of Federal personnel management functions, theories, techniques, and the relationship of the various personnel disciplines Comprehension of Federal benefits and entitlement programs and how they are impacted by other personnel programs, functions, and processes Ability to gather facts and use effective analytical and evaluative methods to accurately access information and make sound recommendations and decisions Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work Ability to represent the activity both within and outside the organization, and to gain support for the program goals Ability to access or locate information through the use of personnel computer and to capture, manipulate, and report data using the latest office automation software applications PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
