Description
Under direct supervision of the Emergency Management Director, the planning Emergency Management Specialists evaluates, develops, implements, and maintains emergency planning documents including programs for securing and maintaining information regarding resources and facilities for use in the event of disasters.
Duties
Evaluates and assists in development of all School District Emergency Plans as required by the Ohio Revised Code.Develops After-Action and improvement Plans related to all incidents.Evaluate, develop, implement and maintain the County Emergency Operations plan and related activities.Develops and implements Hazardous Materials Planning.Acts as advisor for mitigation issues and planning and maintains the Natural Hazard Mitigation Plan.Establishes plans, organization, systems and controls to effectively support jurisdictions requesting resources during emergency or disaster declarationsAssists other agencies and organizations with emergency planning guidance and review.Updates contact information for all program stakeholders and rosters as positions change.Creates job aides for emergency preparedness and response roles.Maintains real-world and exercise documentation. Develops and provides program guidance including training and exercises in disaster preparedness, response, and recovery.Represents and communicates the work of the EMA by creating content and updating the agencies social media sites as well as attending in person community events.Serve on the Local Emergency Planning Committee (LEPC) in the position of secretary and information coordinator.Assist the LEPC to ensure compliance documentation is completed and submitted to State and Federal agencies as required. Ensure LEPC and facility contact information is kept up to date.Maintains a 24-hour readiness during on call rotation.Assumes responsibility for Operations Planning and Exercise functions in the absence of the Deputy Director or Director.
Qualifications
Associates Degree (required), Bachelors Degree (preferred) from an accredited college or university in Emergency Management, Homeland Security, Public Administration, Urban Planning, or other associated field preferred.Also, 2 years of full-time paid experience in emergency or disaster preparedness administration; or any combination of education and experience that provides the requisite knowledge, skills, and abilities for this job.Valid Ohio Drivers LicenseSupplemental Information
Knowledge, skills and abilities:Knowledge of basic principles and practices of emergency, disaster and hazardous materials planning and response, Federal and State laws and regulations regarding emergency disaster and hazardous materials planning and response, research, analytical and report preparation methods, county government organization; departmental rules & regulations, public speaking, grant management.
Skill in organizing, coordinating & implementing complex programs & procedures, use of personal computers and related software applications.
Ability to work with many entities during an emergency in order to resolve the situation, deal with a large number of variables & determine/recommend specific courses of action, prepare and maintain accurate reports and records, develop, analyze & evaluate complex data, effectively communicate in both oral & written formats.
