Warfighter Training Readiness Solutions (W -TRS) is the US Army's primary vehicle to provide operations and maintenance of 250,000 Army Training Aids Devices Simulations and Simulators (TADSS) at nearly 400 locations worldwide, and the related TADSS services and training services necessary for the Army to provide ready formations to Combatant Commanders. The Training Services Manager is a senior management position in the program. This manager is responsible for TADSS related services and training services across the global Army training enterprise. Primary TADSS related services management include instructor operator services, maintainer and operator new equipment training, training support center operations, and mission command training involving TADSS. Training services management includes training exercise support, range operations support, training network support, and leadership training program support.
Job Description:
Provides director level oversight and direction for project level tasks and sub-tasks in coordination with the Project Manager and Field Operations Director.
Leads and guides personnel assigned to training services and TADSS related services missions.
Manages the services across W -TRS with responsibility for quality/efficiency.
Serve as primary POC to end users that require training services through the contracting agent and Army materiel development. Responsible for submission of all enterprise services, oversight of scheduling administration and the monitoring/surveillance of tactical and strategic activities.
Leader that directs enterprise-wide services processes, tools, standards
Oversees Technical Direction performance standards and effectiveness across the global enterprise. Provides the full spectrum of management duties and responsibilities for all services requirements and establishes and maintains the fiscal and budgetary requirements.
Synchronizes enterprise TSC and range operations.
Single contract leader responsible to the program and the Army customer for all training exercises not conducted at a combat training center. This includes hone-station training, and deployed training from austere to established environments.
Responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance of assigned program(s) within contractual boundaries, company expectations, and established standards, using the approved business model and management tools.
Manages mission command standards in training.
Uses approved control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken and ensures the meeting of company's contract commitments
Develops customer and program enhancing partnerships with internal functional organizations; such as contracts, finance, procurement, manufacturing, quality control, logistics, and administrative functions.

Education & Experience :
Master's degree in program management related discipline
Minimum 14 years prior relevant experience as a PM
Practical experience and knowledge of Army training and related TADSS
Doctrinal Expertise in Army Operations
Desired Qualifications:
Experience in training services at Army Brigade and below levels.
PMP preferred
Army training experience preferred
Clearance Requirements:
SECRET security clearance, TOP SECRET preferred
Skills:
Work requires a high degree of responsibility for resources, and frequently influences business decisions made by functional leadership.
Communication with parties within and outside of own job function, and typically has responsibilities for communicating with parties external to the organization, which may include customers or vendors.
Manages multiple teams led by Managers and/or Supervisors. Responsible for creating workforce and staffing plans for department / unit to ensure availability of human capital necessary to accomplish departmental business results.
Supervisory & Budget Responsibilities:
YES -Budget or P&L accountability for the department. Responsible for continued Program growth over and above AOP.
Physical Requirements:
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for sedentary work and the worker sits most of the time, the job is rated for light work.
Visual Acuity:
The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes.
Working Conditions:
The worker is primarily in an office environment. Programs will require travel to and working in outside environments at government locations from hot and dry to cold and humid. PPE required to mitigate environmental and safety hazards.
