Kiewit Nuclear Solutions team has an immediate opening for an experienced Subcontracts Manager in our growing District. You will be part of our rapidly growing nuclear solutions business supporting Department of Energy, National Nuclear Security Administration, Environmental Management, and Office of Science, and commercial nuclear construction projects working to recapitalize our nations nuclear infrastructure and support the next generation of nuclear power reactors. It is a multi-faceted and leading-edge division of Kiewit with best-in-class technical expertise focused on everything from build to design-build of our projects. The successful candidate will have worked contractual matters in nuclear projects or other large federal/commercial type projects.

Responsibilities
The successful candidate will support sub contract administration.
• The Subcontracts Manager manages non-technical aspects of the projects to which they are assigned. He/she will also provide guidance and assistance and will collaborate with Project Managers on scope management, change management, schedule, risk, and other contract matters. The Contracts Manager is responsible for documenting and agreeing on any changes or amendments that may arise during the implementation or execution.
• Understanding, interpreting and transmitting of relevant contract information, processes and procedures to all key project participants, guide them to understand, follow up and adhere to their related discipline Scope of work in compliance with their responsibilities with the Contract Terms and Conditions,
• Expert in the Prime RFP process and procedures, responding to procurement requirements, proposals, successfully negotiate change orders under tens to hundreds of million dollar commercial and federal projects.
• Collaborate with other KIE discipline leads on the project to implement effective change management best practices.
• Engage as requested during pursuit and delivery phase of project.
• Support Construction Management and Program Management engagements by assisting with contractual management issues.
• Oversee non-technical aspects of on-going Contracts, including compliance with the Contract documents to ensure that the requirements of the contracts are implemented and maintained. Review contract performance by monitoring compliance documents, schedules, and deliverables.
• Collaborate with procurement on current subcontract flow downs to subcontractors, task orders and modifications.
• Develop processes for non-technical contract administration elements to adhere to the requirements of the contract as necessary. Train the project team on these processes and execute implementation of these processes.
• Review all contract documents to minimize conflicts and ambiguities.
• Conduct contract awareness and lead change management efforts with key project staff.
• Assist PM in preparation of correspondence and maintain records necessary to ensure the effective administration of all Contractual matters.
• Facilitate the preparation of prime contract changes and administration, review and settlement of contract change negotiations and participation in the development of affirmative claims and support to the project and the legal department on defense of claims
• Includes preparation of change order and claim logs.
• Assist the Project Manager in contract close-out procedures to ensure that all terms and conditions of contracts have been complied with prior to final payment.
• Ensure all warranties, bonds, insurances, guarantees, etc. are in place and maintained and updated in accordance with the Contract and are in compliance with the both KIE and the Client’s requirements.
• Monitor schedule for submission of deliverables and other contractual notices and certifications. Monitor project budget and earned value in coordination with Project Manager and Design Leads. Assist with identification of project financial issues and recovery options.
• Prepare/distribute monthly Contractual reports as requested.
• Collaborate with Project Manager regarding overall monthly Progress Report
Qualifications
Bachelor’s degree in business, pre-law, or supply chain.
• A minimum of 10 years of related experience required preferably in Subcontract management but subcontract management experience may be considered if relevant; however position may grade higher for those with more experience.
• Expert knowledge of Federal Acquisition Regulation (FAR) and federal contracting procedures. Knowledge of Department of Energy Acquistion Regulation (DEAR) and other commercial nuclear related contractual terms is highly desired.
• Excellent, demonstrated customer communication and collaborations skills; with the ability to connect and build relationships with others inside and outside the organization.
• Demonstrated ability to coordinate with a variety of corporate departments and districts to assist in the delivery of proposals.
• Familiarity with the construction industry strongly preferred, both in bidding and execution phase.
• Ability to work independently and think analytically with minimal oversight.
• Ability to think innovatively to offer practical solutions while achieving targeted risk profile.
• Ability to manage employees.
• Demonstrated ability to multitask.
• Working knowledge of MS Office 365 (Word, Excel, PowerPoint, Outlook & Teams).
• Other software working knowledge such as SharePoint, SmartSheet and SAP desired but not required.

Responsibilities
The successful candidate will support sub contract administration.
