_Executive Office of Housing and Livable Communities (_ _EOHLC) is seeking a RAFT and HCEC Technical Assistance Supervisor in the Division of Housing Stabilization!_ _ _ _AGENCY MISSION:_ The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. _OVERVIEW OF ROLE:_ The RAFT and HCEC Technical Assistance Supervisor leads a team of Program Coordinators in their oversight of a portfolio of Regional Administering Agencies (RAAs) who administer EOHLC’s Residential Assistance for Families in Transition (RAFT) and Housing Consumer Education Center (HCEC) programs. This team is responsible for monitoring performance and providing trainings and technical assistance to RAAs. The Supervisor is responsible for defining and refining how performance is measured across the portfolio and ensuring that the Coordinators and the RAAs are equipped to ensure effective service delivery. The Supervisor is also responsible for collecting feedback from the field and communicating that feedback to inform policy development and program decisions at EOHLC. _DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):_ _ _ _1. Supervision:_ · Supervise two Program Coordinators in their oversight of a portfolio of Regional Administering Agencies (RAAs) in implementation of the RAFT and HCEC programs. As needed, oversee a small portfolio as the supervisor, depending on staffing and agency needs. _ _ _2. Training & Technical Assistance:_ · Oversee and direct “hands on” technical assistance to RAAs to improve operational performance and ability to deliver program outcomes in emergency timeframe. · Identify training and/or deeper technical assistance needs among the RAAs (individually and statewide) and coordinate with Director of Homelessness Prevention and Diversion and Program Coordinators to conduct trainings and implement agency-specific technical assistance plans. · Lead the production of standard training materials and regular training “office hours” to ensure consistent program activities across the state. _3. Monitoring:_ · In conjunction with EOHLC’s compliance and internal controls team, design and implement a comprehensive monitoring program to ensure that RAFT and HCEC activities comply with program guidance and applicable regulations including: a. establishing file review protocols and cadence (virtual and desk reviews); b. compiling monitoring reports; c. recommending and carrying out corrective actions; and d. tracking response deadlines. _4. Policies:_ · At the direction of the Director of Homeless Diversion and Prevention, coordinate and implement changes to RAFT and HCEC policies and guidance and the dissemination of guidance to the RAAs and stakeholders. · Participate in policy and planning meetings and assist in conducting presentations with external stakeholders. _5. End-to-End Case Management System:_ · Support the implementation of the End to End case management system, including answering basic user questions, triaging more complex questions to the appropriate EOHLC/vendor staff, and identifying trends in defects or areas where further training is needed. _6. Contracts:_ · Manage contracts and oversee consultants procured to assist EOHLC in related work. _ _ _7. Secretariat/Division Representation:_ · Represent EOHLC on various internal and external working groups and committees, as required. _ _ _PREFERRED QUALIFICATIONS:_ 1. 3-5 years prior experience providing technical assistance, training and/or quality assurance and compliance services. 2. Understanding and familiarity of affordable housing, rental assistance and/or emergency/disaster relief programs. 3. Ability to interpret detailed and technical regulations and requirements. 4. Ability to take initiative, work independently with minimal supervision and collaboratively in a team setting. 5. Ability to provide guidance to diverse groups and elicit support and cooperation. 6. Prior experience managing relationships with external stakeholders. 7. At least intermediate proficiency using Microsoft Word, Excel, PowerPoint, Outlook, Housing Pro (HAPPY Software), customer relation management or case management software. _ _ _COMMENTS:___ Please upload resume and cover letter. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.* II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience. * III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
