Job Title: Director of Operations and Accountability Reports to: Deputy Chief of Operations and Accountability for the Office of Multilingual and Multicultural Education Location: Office of Multilingual and Multicultural Education BPS Overview: Boston Public Schools (BPS) serves over 48,000 children in 123 schools. BPS enrolls over 17,000 students identified as English Learner students (ELs), with approximately 3,000 ELs with disabilities. In addition, BPS enrolls over 10,000 students with disabilities, with approximately 3,000 MLLs with disabilities. We fundamentally believe that schools are the unit of change where our school leadership teams and educators create rigorous, supportive, and safe environments for every child to reach their full potential. Our work as a district is to ensure this is possible at every one of our schools. Institutional Background: The Office of Multilingual and Multicultural Education (OMME) is committed to ensuring that BPS students will acquire the 21st century, bi-literacy skills and cross-disciplinary knowledge required for success in college and/or careers. The Equity & Accountability Team of OMME provides guidance and support to schools and central administration for legal compliance and equitable access to services. Through OMMEs work, English Learner students (ELs) receive the services and programming they need, aligned with current research and the BPS vision, mission, and goals. The Boston Public Schools (BPS) seeks a highly skilled and dedicated Senior Director of Operations and Accountability for the Office of Multilingual and Multicultural Education (OMME). The Senior Director will be critical in advancing equity, promoting accountability, and aligning the Districts systems with state guidelines for multilingual learners. They will work collaboratively with various collaborators to ensure that the District is successful in supporting multilingual learners in all areas of BPS, including enrollment, record keeping, assessment, ESL education, and accessing equitable academic opportunities. Position Overview: The Senior Director of Operations and Accountability will assist the Deputy Chief of Operations and Accountability and oversee and manage key buckets of work related to Multilingual Learner compliance and operations (ML). This positions scope of work is defined by the Continuous Improvement and Monitoring Plan and DESEs requirements for ELE programs. In ensuring the District is aligned with state requirements, this position will lead work on adapting current District operational systems and collaborating on building new District operational systems as required by DESE, as well as the Districts Inclusive Education plan, to center Multilingual Learner compliance. This position will be a key collaborator with offices within the central office in order to establish these systems, including OIIT, ODA, Assignment, Finance, Welcome Services, OSE, and OHC among others. Additionally, this position will oversee and manage the recently procured Ellevation digital platform for Multilingual Learners and ensure the Districts data and record keeping procedures are integrated with Ellevation and all staff from central office to schools are equipped to utilize the platform in order to maintain compliance and best support Multilingual Learners. This position will directly manage and lead a team of Equity and Accountability program managers to assist in Multilingual Learner operational and compliance work. Duties and Responsibilities: State Compliance and Tiered Focused Monitoring: Manage the completion of operational and compliance related items within the Districts Continuous Improvement and Monitoring Plan resulting from DESE Tiered Focus Monitoring in collaboration with the Deputy Chief of Operations and Accountability; Preempt future extensive Continuous Improvement and Monitoring Plans by developing, implementing, and managing internal systems to monitor district compliance with the 12 ELE criteria assessed by DESE in the Tiered Focused Monitoring process; Ensure District readiness for repeated Tiered Focused Monitoring processes by creating and managing systems of completion for the self-assessment and verification phases of TFM and Continuous Improvement and Monitoring Plans, as necessary; Write, revise, and implement in schools and central office ELE program guidance in line with most recent DESE guidance; Manage the ELE program proposal process for schools, supporting schools with development, revision, and submission of ELE program proposals, ensuring that all proposals adhere to DESE guidelines for ELE programs and the District vision for inclusive education. ML Operations and Compliance Structural Change In collaboration with other central office teams, establish, manage, evaluate and improve upon sustainable operational systems for multilingual learners in line with DESE regulations, including ML enrollment and assignment and the enrollment and assignment of specific ML populations such as SLIFE and MLWD; Develop resilient and sustainable staffing models for ESL service delivery that assist the district in its move towards inclusive education that take into account, ML compliance, specific ELE program models, school constraints, student needs, and fiscal responsibility; Operationalize ESL staff in compliant, efficient, and student-centered ESL scheduling guidance, implement ESL scheduling guidance and continue to adapt in response to schools unique scheduling needs; Work with OSS and the Inclusive Planning Team in order to integrate OMME teams into the IPT process at schools and in central office. Data Management and Ellevation Lead the implementation of the ELLevation platform for ML record keeping including from integration of existing BPS systems in collaboration with other central office teams, to the training of school-based staff to meaningfully utilize the platform, to the monitoring of its use for compliance and reporting purposes; Devise and direct a plan for archiving physical records of MLs and integrating as possible physical records with the digital platform; Ensure secure and efficient data management processes are in place for MLs regarding all aspects of compliance, including enrollment data, assessment data, monitoring data, and other academic and compliance data; Assist with the Districts administration of the annual ACCESS assessment, including supporting messaging and outreach, school support for scheduling and administration, data analysis and ACCESS dashboard support; Conduct data analysis and be aware of current ML data trends in order to inform district strategy and guidance around ML compliance and operations. Newcomers Assessment and Counseling Center Manage the integration of Ellevation platform into the responsibilities of the NACC testers and related team systems, including staff training, system monitoring, and ongoing guidance and procedural updates; Develop strong data management procedures for the NACC team, and respond to data requests and data management needs for the NACC team as required Assist in the yearly K1 screener data validation process by building a validation system, training NACC staff in the validation process, ensuring data integrity, and managing the updates of all related data in Aspen and Ellevation; Provide continued support to NACC through ongoing changes to responsibilities based on alignment with CIMP and the Districts move towards inclusive education. Team Management and Evaluation Directly manage and evaluate a team of Equity and Accountability liaisons; Work to develop ongoing systems of meaningful evaluation that foster a culture of growth, improvement, and support with the goal of improving employee retention; General Support to the Office of Multilingual and Multicultural Education: Perform other tasks as requested by the Deputy Chief of Operations and Accountability. Qualifications__Required: Masters Degree (Public Policy, ESL, Applied Linguistics, or Educational/Organizational Leadership preferred) Minimum 3-5 years experience in managing projects and dealing with compliance related work with demonstrated increase in level of responsibilities and work performance. 3 to 5 years of proven leadership experience in educational program management or similar role; Working knowledge of national research and best practices theories in closing the achievement gap for MLs. Demonstrated capacity to cultivate a team dynamic that seeks constructive criticism for continuous improvement, creates safe spaces for team feedback, and takes ownership of producing high quality work in a timely manner. Demonstrates a deep understanding and commitment to equity, including interest in understanding self and others racial, ethnic, linguistic and cultural identities in relation to educational opportunity and achievement. Strong interpersonal skills, including the ability to work with diverse groups of people. Excellent verbal and written communications skills, with good editorial skills. Excellent organizational skills with attention to detail. Demonstrate mastery of Excel, data analysis, data interpretation, and data visualization; interpret vast quantities of data succinctly and accurately to provide context to all stakeholders, and for presentations and reports; Ability to think critically, solve problems, develop and manage cross-departmental relationships and adapt to changing educational landscapes as well as the ability to work in a high pressure and fast paced environment; Skill in exhibiting a strong focus on goals and results; sets clear metrics for success; Demonstrated proficiency in excellent execution and project management skills, including the ability to balance the big picture with detailed steps; Proven ability to work independently, exercise judgment, manage multiple tasks and priorities Ability to develop, articulate, and build buy-in to clear vision and mission; Ability to offer innovative solutions to seemingly intractable problems; Familiarity with Boston and Boston Public Schools; Current authorization to work in the United States. Preferred: Juris Doctor or Doctoral Degree in related field Working knowledge of program design, implementation and evaluation as it pertains to Dual Language, Transitional Bilingual Education, Sheltered Instruction, and SLIFE Programs.
