Salary Range: $65,586 - $72,145 per year
Schedule: Monday - Friday, 8 hours within the hours of 7:00 am-5:00 pm.
Job Summary:
Guided by our overall mission, philosophy of care, and theory of change, the Housing Placement Manager oversees the Housing Placement Team. The Manager is responsible for overseeing the daily operations of the program and providing direct support to clients when needed in order to ensure that individuals experiencing homelessness have pathways and supports needed to connect with permanent housing opportunities. Using a Housing First, person-centered and trauma-informed approach, the Manager guides a team of Assessors and Navigators to serve those with the highest barriers to housing, ensuring that all services provided adhere to program and agency expectations. In collaboration with the Housing Leadership Team, the Manager develops program policies and guidelines; oversees program compliance with pertinent policies, laws, and regulations; measures program outcomes and deliverables; designs and creates various reports and tracking systems; and responds to inquiries from external organizations, agencies, and the City of Boston’s Office of Housing.
Essential Duties/Responsibilities:
Oversees the day-to-day management of program activities including client matches through the Coordinated Access System, reducing any housing barriers, creation of individualized housing plans, housing location, coordination of move-ins, linkages and referrals to appropriate service providers.
In collaboration with the Housing Leadership Team, designs, develops, and implements management practices and protocols of the Housing Placement Team including but not limited to program guidelines, service delivery benchmarks and outcomes.
Serves as first point of contact for Housing Placement staff needing supervision or intervention, providing consistent supervision, guidance, and constructive feedback to direct reports.
Intervenes in complex cases and/or severe crises needing a supervisor, balancing the need for safety for all involved. Seeks appropriate assistance from emergency services as needed.
Provides direct services to assigned clients as needed, ensuring they receive Pathways Assessment and/or Navigation services that meet all program requirements.
Document all services in designated internal and external databases to ensure accurate records are maintained.
Ensures all client files, including electronic and paper, are accurate, up to date, and adhere to any government or agency documentation requirements.
Establishes and monitors recordkeeping protocols, implementing program quality assurance practices regularly.
Acts as the primary point of contact during monitoring visits by funders. Ensures all contract requirements are met.
Provides input on the creation of the program’s budget. Monitors all program expenditures to ensure spending is within budget. Submits monthly expenditure tracking to designated Housing and Finance leadership.
Works with leadership team to ensure timely reports are complete and available for the finance department, funders and other stakeholders.
Ensures program compliance in accordance with all applicable laws, regulations, and contractual requirements.
Serves as liaison between the referral agencies, service providers and other stakeholders for Housing Placement and develops a positive relationship with community partners.
Represents agency at community events and meetings and serves as the Housing Placement Program’s primary contact to internal and external partners.
Works collaboratively within the larger management and leadership teams at St. Francis House to provide integrated services that aligns with agency priorities and values.
Applies a Recovery Oriented, Person-Centered, and Trauma-Informed approach to the programming and supervision adopting key best practices such as Housing First, Motivational Interviewing and Harm Reduction.
Is available for on-call guidance, supervision, and emergency response on a rotating schedule with other housing team leaders.
Adheres to agency code of conduct.
Performs other duties as assigned.
Requirements
5 years of relevant work experience in human services setting serving vulnerable populations OR a bachelor’s degree in humans services with 2 years of relevant experience required.
Experience working with homeless individuals providing street outreach, housing search, placement, and stabilization case management in a direct care or supervisory/management role.
Supervisory experience with demonstrated skills in staff coaching, team building, and training.
Knowledge of Boston Continuum of Care and Homeless Initiatives a plus.
Lived experience with homelessness and/or recovery a plus.
