Basic Qualifications
Bachelor's degree in a related field or equivalent experience is required plus a minimum of 8 years relevant experience; or Master's degree plus a minimum of 6 years relevant experience to meet managerial expectations.
CLEARANCE REQUIREMENTS:Department of Defense Secret security clearance is preferred at time of hire. GDMS has an immediate opening in Supply Chain for a Program Procurement Manager (PPM) within the Surface Ships Business Area.
The PPM is the liaison between Supply Chain Management (SCM) and the Integrated Program Team (IPT). This role has the responsibility for the overall execution of materials management, ensure program success to cost/schedule/quality, and manage supplier performance in meeting program needs. To obtain the desired business results candidate must be a self-starter, capable of developing and achieving organizational and program objectives, and must be able to successfully interface with all levels of internal management, including supplier management. The candidate will lead the development of team/partner relationships with vendors/suppliers and the IPT and will maintain relationships throughout the life cycle of the program.

Ability to synthesize the business needs into supply chain strategies that leverage the innovation of the suppliers to produce compelling wining solutions for our customersChampion of process improvement and seeks continual improvementCommitment to ongoing professional developmentRepresentative Duties and Tasks:Lead the Supply Chain Material and Complex Procurement efforts, champion SCM initiatives and implement process improvements required to meet business objectivesResponsible for the material strategy & overall sourcing activities for the major product groups during the proposal and program execution phasesLead the reviews of contractual/supply chain documents for accuracy, performance risk, and compliance with contract terms, conditions, and other provisions and ensures that the supplier will meet the business objectives prior to signature / acceptanceOverall ownership of the supplier management process including supplier performance, SCM metrics, international issues, material forecasting, Make/Buy Where strategy, strategic agreements, & communication of customer flow through requirements such as Federal Acquisition Regulation/Defense Federal Acquisition Regulations, ITAR, Offset, REACH/RoHS, etcStrong ability to understand and manage the risks and opportunities of the supply base.Travel requirement – less than 20%/ as neededAdditional Tasks:Supports the development of high complexity, value and risk purchase orders, contracts and agreements, and ensures all procurement actions which commit the company are properly documented, reviewed and approved consistent with policy and procedure and can identify potential risks in terms and conditions as presentedProcurement Management Plan Development including Supplier Negotiation Strategies, Cost Savings Measures, Supplier Risk/Opportunity Profiles, Strategic Levers and Material Release Plan(s)Detailed scheduling, planning and coordination of program material needs as well as tracking and managing through receiptMonitor & pro-actively address performance & financial metrics including those related to SCM cost, schedule, quality, & Earned Value Management System/Estimate At Complete reviews.Material financial forecasting, receipt profile and strategies to drive On Time Delivery (OTD)Knowledge skills and abilities:Supply chain activities planning to include cost, schedule and technical performanceEstablish baselines, and develop key performance indicators, and metricsClearly communicate across all organization levels and within the teamAbility to influence and manage within the matrix organization and supplier community and make a positive impact on other’s actions, decisions, or points of viewLiaise with functional groups including engineering, finance, manufacturing, planning and program office ensuring alignment with business objectivesStrong Negotiation skills- ability to develop negotiation strategies for and lead the negotiation of contracts/subcontracts which meet or exceed the business needsDemonstrated ability to manage high risk supplier engagements and the ability to recognize and mitigate risks within the supplier baseAbility to investigate and correct supply chain interruptions and quality issuesExpert analytical, written and communication skillsDemonstrated ability to balance numerous simultaneous actions and prioritize accordinglyStrong decision-making skills with prudent judgment and creativityKnowledge of applicable law/regulations and their application within Supply Chain and Department of Defense procurement (FAR/DFAR previous experience preferred)Strong Microsoft Office skills, with specific focus in Excel (pivot tables, v-lookup, macros, etc.)Team Player a mustNote: The compensation information listed is a good faith estimate for this position only and is provided pursuant to the Colorado Equal Pay for Equal Work Act and Equal Pay Transparency Rules.
