These hazards-from hurricanes to the loss of a major employer-can be foreseeable or unpredictable, natural or human-made, acute or long-term, local or global. Housing & community development, land & zoning, economic and housing planning, policies, historical investments and practices have contributed to the uneven distribution of risks and disproportionate impact of these hazards-hitting the most divided, marginalized, and distressed communities hardest.
