GIS SPECIALIST I, II, OR III

BASIC FUNCTION:

The purpose of this position is to support, plan, design, project manager, and implement enterprise asset data within the GIS or other asset information databases/applications. Primary responsibilities for all subsidiaries will be to ensure workflows with various internal departments are accurate and documented, operate as a lead GIS representative by assisting customers on operational issues utilizing asset data and GIS, building and maintaining strong working relationships with internal and external customers, and delivering on SLAs that support multiple organizations.

This position may be filled as a GIS Specialist I (Grade 2), Specialist II (Grade 3) or Specialist (Grade 4). Individuals who demonstrate advanced skills in terms of work experience, education, and certifications may be eligible for the more advanced position.

This position follows a hybrid work schedule. Candidates will work three (3) days a week in office and two (2) days remote.

REPRESENTATIVE DUTIES AND RESPONSIBILITIES:

Oversees the processes, preparation, and conversion of data to be entered into GIS from a variety of data formats.

Analyzes current business processes and recommends best practice solutions.

Interfaces with users; documents requested/needed changes.

Interfaces with Technology Organization (TO) GIS Support group to drive development and data model changes.

Oversees the weekly analysis on mission critical GIS data to audit and sustain data integrity.

Identifies training requirements; creates and maintains training and procedural documentation.

Prepares specifications, procedures, manuals, project documents and reports.

Working knowledge of geodatabases, georeferencing and spatial and attribute data entry and editing.

Oversees the development and maintenance of QA/QC checks on spatial edits within GIS utilizing Data Reviewer.

Education and Experience:

Required:

Bachelor’s degree in geography/GIS/Geosciences, Computer Science/Information Systems, Engineering or related discipline or equivalent experience

3 - 5 years of experience with industry-standard GIS

Preferred:

GISP Certification

Experience managing and completing multiple projects or assignments; including planning, organization, tracking / monitoring, and coordinating projects or assignments to ensure timely completion.

Working knowledge of Esri ArcGIS Online, ArcGIS Enterprise, ArcMap, ArcPro, versioning, and geoprocessing techniques.

Ability to quickly learn new skills and abilities with database technologies, data modeling, and scripting as needed.

Work with existing GIS standards and assist development and roll-out of new procedures.

Effective written/verbal communication and organization/analytical skills, and proven problem-solving abilities.

Ability to meet and track SLAs, metrics, etc. on a variety of simultaneous projects and initiatives.

Preferred:

Experience with Natural Gas Utility.

Experience using Esri Data Reviewer and Workflow Manager Extensions.

Experience converting data between CAD and GIS.

Strong understanding of content and document management applications.

Knowledge of publishing with ArcGIS Server, ArcGIS Pro, ArcGIS Online and Portal for ArcGIS, including data versioning, multiuser and replication.

Development and deployment of field GPS and data collection systems including Esri mobile applications.

Enhance existing GIS capabilities by seeking opportunities for improvement of existing methods, tools, or workflows.

Experience with Esri geodatabase design, structure and management.

Provides specialized queries, maps and reports to meet customer. requirements/specifications.

Performs complex data analysis using ArcGIS and related extensions/add-ons.

Thorough understanding of Esri ArcGIS Online, ArcGIS Enterprise, ArcMap, ArcPro, versioning, and geoprocessing techniques.

Applicant may possess a combination of equivalent education and work experience.

Esri ArcPro 2x - intermediate proficiency.

Working knowledge of PMBOK principles.

Utility Pipeline Data Model (UPDM) - intermediate proficiency.

Esri Utility Network (UN) – intermediate proficiency.

Geometric Network – intermediate proficiency.

SharePoint – intermediate proficiency.

Model Builder – intermediate proficiency.

SQL RDBMS – intermediate proficiency.

SQL Knowledge – intermediate proficiency.

Working Conditions/Physical Requirements:

Works primarily in an office environment.
