Position Description:We are searching for a VP Assistant Treasurer. This role is responsible for ensuring that the Bank maintains financial stability by assisting with the development and management of strategies, policies and procedures for loan/transfer pricing, interest rate risk management, funding, hedging, liquidity and investment management for a $35+ billion balance sheet. Additionally responsible for the management of interest rate risk related to prepayable loans, investment securities, derivatives, and callable debt including accountability for measuring, monitoring, and communicating the interest rate risk position of the bank and the district utilizing the QRM model. Ensures that the Bank meets organization objectives and regulatory requirements in areas related to treasury management. Manages a technical st aff of treasury personnel within the finance department. Interacts directly with the SVP Treasurer to manage the Bank's financial position and provide senior management and the board of directors with information related to bank financial performance, interest rate risk exposure, liquidity position and investment portfolio management. Responsible for daily management of loan/transfer pricing process and communication with internal and external customers. Responsible for the measurement and reporting of the bank and district interest rate risk exposure and presentation of the Bank's financial position to a wide variety of audiences. Responsible for the formulation of financial strategies, which enhance profitability and moderate interest rate risk. Responsible for the development of the bank's financial plan and the measurement of actual financial performance to the plan standards. Coordinates and participates in complex financial analysis projects.

Day-to Day-Duties and Responsibilities:Assists in the oversight of operational activities related to funding, derivatives, loan pricing, transfer pricing, liquidity management and investments.Coordinates and executes the bank's interest rate risk function to ensure achievement of bank and district financial objectives and compliance with FCA regulation.Develops and recommends interest rate risk management strategies to facilitate optimal debt issuance, hedging, liquidity position to enhance financial performance and moderate interest rate risk in accordance with organizational objectives and board policy.Develops the bank's financial plan. Monitors and reports actual financial performance to plan.Develops strategies and monitors performance of the Bank's derivatives portfolio to enhance earnings, minimize counterparty risk, and to minimize financial statement risk associated with potential non- compliance with GAAP accounting.Manages transfer pricing process related to association retail loans and bank earning assets.Manages short and long-term financial forecasts, including projections of loan volume, funding activity, earnings performance and capital.Conducts and participates in complex financial analysis projects related to loan pricing, hedging, and debt management.Supervises a staff of treasury personnel, including the establishment of performance standards, employee training and performance.Operates in full compliance with bank and department policies and procedures. Participates in departmental planning and performance evaluation.Exercises objectivity, professional proficiency, and high standards of conduct at all times.What You Bring to the Team:Our ideal candidate lives within a commutable distance from our office in Austin, Texas.It is an important role that covers many skills. This position requires:A bachelor's degree with a major in finance, accounting or equivalent experience. MBA or CFA is desirable. Minimum of 10 (10) years direct experience in loan/transfer pricing, interest rate risk management, funding and investment analysis including direct experience utilizing interest rate risk measurement software. Balanced leadership perspective encompassing strategic and tactical focus. Strong, collaborative leader with demonstrated experience in proactively managing teams to achieve objectives.Minimum of seven (7) years of experience in a managerial capacity.Must possess a firm understanding of advanced principles of interest rate risk, financial management and accounting practices related to such activities. Problem solving, project management, independent work, managerial judgment, supervisory abilities and organizational skill are required. Strong written and oral skills, including the ability to interact successfully with bank and association senior management, board of directors and regulators. Strong microcomputer skills including experience utilizing interest rate risk simulation software and spreadsheet and database applications.
