SUMMARY
The Program Manager implements, manages and controls all program directives related to the entire lifecycle of the contract to include coordinating the efforts of stakeholders, to include managing multiple subcontractors, and coordinating across key internal/external teams to achieve program goals and required outcomes. Responsible for successful project program implementation. Ensures the timely accomplishment of all specified requirements and works with senior management to establish program priorities. Operates the program according to established policies/procedures and within stipulated budgetary confinements. Provide oversight and leads high visibility program with cross-functional team, to achieve successful stakeholder engagement, data system interoperability, and governance frameworks to achieve established goals for Tribal public health projects.
Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property as needed.

ESSENTIAL REQUIREMENTS
Project Management Professional (PMP) Certification preferred.
Eight (8) years project/program management experience preferred.
Eight (8) years of government contracting experience preferred.
Experience supporting Tribal public health projects and programs preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential Duties and responsibilities include the following. Other duties may be assigned.
Responsible for running multiple projects within a given customer base. Serves as a focal point and provides program management guidance and expert support for the contract. Responsible for overall assignment of work, management of personnel, financial budgets, as well as all operations and technical aspects for the successful completion of the contract/program requirements.
Ensures compliance with all contractual requirements. Serves as primary point-of-contact with government and/or organizational contract staff for reporting project status. Ensures timely response for all communications with internal and external stakeholders applying excellent customer services skills to assess needs, resolve problems, and achieve customer satisfaction. Drives and evaluates estimates by deliverables and works with project teams to optimize program related deliverables.
Possesses and exercises general knowledge of all technical and management areas of the contract. Acts as a technical advisor and implements processes and procedures for effective program management. Ensures responsiveness and negotiates submitted proposals with the Contracting Officer Representative (COR). Provides expert consulting on strategic planning, project management methodologies, and the creation of high-level briefing materials.
Organizes, directs, and coordinates the planning and production of all contract-related projects and support activities including those of subcontractors. Ensures program goals and objectives are set and that all related program responsibilities/projects are assigned, completed on-time and within budget. Monitors progress and resolves any identified issues affecting successful project/program completion.
Demonstrates knowledge of contract analysis, contract compliance, document processing, quality control, database management and records management. Oversees the development of work breakdown structures, charts, tables, graphs, major milestone calendars and diagrams to assist in analyzing problems and making recommendations. Makes certain that results are documented.
Exercises supervisory personnel management responsibilities to include hiring of program staff. Develops program management competencies through training and coaching. Provides guidance and direction to Project Managersprogram staff and multiple subcontractors. Acts as an advisor to program areas regarding projects, deliveries and operations.
Receives executive level guidance on improving the performance of business.
Applies operational knowledge of PMO implementation to execution of project activities.
Demonstrated ability to develop and apply comprehensive solutions to client requirements/issues and to work with a wide range of government departments having diverse business needs, interests, expectations and requirements.
Ability to implement effectively "best-in-class" concepts/principles within the areas of planning, scheduling, budgeting and operations for successful achievement of project goals and objectives.
Plans and oversees projects through the use of project management software tools and methodologies.
EDUCATION AND EXPERIENCE
Bachelor's degree required and eight (8) years relevant experience or equivalent combination of education/experience.

The pay range for this role is $120,000 - 150,000. This salary range is representative of the various ranges found within the professional sector across the United States, with the final offer amount dependent on location, skillset, and experience.
