Compliance Manager
to oversee environmental compliance for our client's LNG construction project in
Brownsville, TX . The ideal candidate will have a strong understanding of FERC compliance and NEPA and environmental regulations. This is a
full-time
(55+ hours/week), limited-term role for a duration of
6 months , renewable.
RESPONSIBILITIES:Develop environmental compliance programs based on all project permits, plans, documents.Create and monitoring environmental reporting calendarsComb project documentation to ensure that the compliance tracker contains all obligations, actions, and demonstrations of compliance.Complete the compliance binder (summary of permits)Establish a tracking method to clearly demonstrate compliance with all project permits, plans, and documents, developing forms and records as needed.Identify key personnel to contribute to compliance and develop communication/training plan so they understand their role in compliance.Draft monthly construction status report.Develop environmental incident reporting.Support on permitting efforts, as needed.Responsible for multi-media environmental compliance support; including air, chemical (EPCRA), oil (Oil Pollution Prevention), water, natural resource, and waste programs.Develop reporting templates and review/prepare/submit environmental reports as needed, to include: EPCRA 304 and 311 and 312/Tier 2 submissions via EPLAN, attainment of stabilization notices for close-out inspections, etc.Perform frequent comprehensive inspections of project sites and monitor contractor's compliance in coordination with project EI staff.Review inspection reports prepared by others (e.g. Environmental Inspector daily reports) for accuracy and completeness, assists the respective project teams in ensuring compliant/timely schedules are established and adhered to for noncompliance corrective actions and the resolution of other issues commensurate to the risk or significance.Conduct environmental self-assessments (internal audits) to gauge respective project compliance status, reduce risk, and provide value-added corrective actions and recommendations. Assess and resolve compliance questions and issues in coordination with Engineering & Construction staff, the project teams, and client staff.Communicate within client staff to ensure consistent interpretation/implementation of environmental regulations, permits, agreements, and internal requirements, etc.Coordinates with vendors to perform Hydrostatic Test Water Discharge testing and confirms acceptability of contractor methods and means.Coordinate hazardous and non-hazardous waste disposal for assigned projects in coordination with the client's staff. Ensure contractor conformance to company standard operating procedures in the removal of presumed asbestos-containing / assumed PCB-regulated material (e.g., asphaltic pipe wrap).Serve as the primary project environmental coordinator and as a liaison with external regulatory agencies regarding environmental issues.Assist the project teams with the local public/community to resolve environmental complaints and concerns.Provide environmental orientation training and other training to project and Engineering & Construction personnel as needed to promote compliance with environmental permits and regulations. Also, verify the adequacy of contractor training programs for their personnel relative to the respective project's environmental requirements.Perform other duties as assigned.REQUIREMENTS:
Well versed in NEPA and environmental regulations.Strong understanding of FERC and FERC processes.Familiarity with USACE, USFWS, NOAA, MMPA, TCEQ, and Texas GLO.Prior construction project experience.Ability to understand owner-side obligations and ability to communicate with Contractors.Proficient in Microsoft Office4+ years of environmental inspection, monitoring, or permitting experience specific to linear and/or other energy infrastructure projects.An understanding of construction (e.g., pipelines, power lines, compressor/pumping stations, LNG export facilities, gas storage fields, wind farms, solar facilities, offshore facilities) gained through field experience.Strong oral and written communication skills.Strong negotiation and conflict resolution skills.Proficient technical skills, including, but not limited to, experience using Microsoft Office programs and digital cameras.Knowledge or and experience with requirements associated with hydrostatic test permits and compliance.Be available 24 hours a day, 7 days a week for emergency response to address spills and releases.Possess, or obtain within 14 days of arrival, a 16-hour (or approved alternate) RCRA Hazardous Waste Management class certificate.Possess a current, or obtain within 30-days of arrival, USDOT Hazardous Materials Transportation Act 3-year Groundshipper certificate that is to be maintained for the desired period of project support.Desirable, but not required, certification: NC accredited AHERA asbestos inspector and/or AHERA asbestos supervisor.Desirable, but not required, training: EPCRA Compliance, current OSHA Construction 30-Hour, current HAZWOPER Operations or Technician Level, and current First Aid/CPR or 48-Hour Medical First Responder.Desirable experience: heavy construction, pipeline construction, natural resources, multimedia (emphasis upon water, land & biology) environmental compliance practitioner.
