We're looking for a Human Resource Specialist with FEMA experience to support the lifecycle acquisition management support for the procurement of goods and services for the Resilience portfolio of contracts.
Responsibilities:
Provide Pre-Award Support: Provide support for investment review, and strengthen the connections between strategic acquisition planning, program needs, and desired outcomes. Ensure that acquisition requirements are aligned with mission goals. Conduct assessments on Resilience acquisition procedures and provide recommendations on process improvements. Determine appropriate contract types, performance metrics, incentives and deliverables. Conduct comprehensive Market research to recommend solutions and optimal acquisition approach with consideration of FEMA socioeconomic goals. Manage logistics with internal and external stakeholders for market research efforts. Prepare market research reports, conduct small business analysis, draft pre-solicitation announcements. Support the development of Source Selection/Evaluation Plans, Evaluation Factors and Criteria, Independent Government Cost Estimates (IGCEs), Justification documentation for Other than Full and Open Competition/Limited Source Justification/Brand Name Justification/Exception to Fair Opportunity, as applicable, Determinations and Findings (D&Fs) and the Quality Assurance Surveillance Plans (QASP).Provide Post-Award Support: Provide cost/financial analysis support to Resilience CORs to ensure invoices accurately reflect the costs of services rendered. Provide administrative and cost analysis support to facilitate the close-out activities of contracts and task/delivery orders. Track and report on contract deliverables, delivery schedules and periods of performance.Source Evaluation Support: Support Contracting Officers in performing proposal compliance reviews, performing cost/price analysis, drafting Pre/Post Negotiation Memoranda, supporting Technical and Cost/Price Evaluation Reports, assisting in determining awardees, developing Source Selection Official Briefs, and supporting proposal debriefings and protests.Qualifications:
10 years of experience providing pre-award, post-award , and source evaluation support,Proficient with Federal Acquisition Regulations (FAR) and FEMA Acquisition Manual (FAM)Familiarity of DHS/OCPO templates and SOPsExperience applying GAO best practicesProficiency in using contract writing & administration tools, to perform Funding MODs, Admin MODs and Change Orders.Excellent contract administration experience.Experience developing and evaluating TORPs.Strong business acumen and excellent communication skills (oral and written)Superior customer service, critical thinking, and communications skills.Excellent verbal and written communication skills are essential.Individual must be a self-starter, high energy, and able to lead a complex long-term initiative.Experience in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).Substantial financial analysis experience to include: funding and invoice analysisEmployee Benefits:
