Job Description
Under general direction, perform work of considerable difficulty in the management of staff personnel assigned to one of the following division programs within the Engineering Department.
Planning DivisionThis Division consists of five (5) areas of responsibility, three (3) of which having Program Manager positions. These are: (1) The long and short range planning for sanitary, storm and combined sewer projects that comprise the Capital Improvement & Replacement Program (CIRP) for the District. This planning requires compliance with regulatory requirements, project prioritization, scheduling and funding, conceptual and preliminary designs, sub district planning, system investigation, and hydraulic modeling of the sewer systems; (2) Management of the CIRP budgeting and project control scheduling for departmental reporting, management of the Quality Based Section (QBS) process acquiring professional services, grant applications, various budget and financial related duties, and management of the Central Files and Graphics sections; (3) The plan review and permitting of all private developments and municipal improvements for combined, sanitary and stormwater drainage systems and providing general sewer information to the public.
Essential Functions:
Provides leadership and manages the daily operations of a program within the Engineering Department; directs, develops, and motivates staff to meet the objectives that assist in achieving the District's strategic plan; plan, organize and direct all activities of a program as required to achieve program goals; manage and supervise the daily activities of personnel assigned to the program; coordinate activities with other programs within the Division and the Department; maintain working relationship with public officials; maintain records and prepare reports. Regular functions may include but are not limited to coordinating activities with District legal staff, coordinating activities with other Departments within the District, attend and/or conduct public hearings and presentations.
Additional Responsibilities:
May assist in developing departmental policies, procedures and guidelines; perform related duties as required or delegated by supervisor.
Qualifications
Training and Experience:
Bachelor's degree from a recognized college or university with major course work in engineering as deemed appropriate for the related program and eight years' experience as a licensed Professional Engineer in a related area together with progressive supervisory experience. Licensed Professional Engineer in the State of Missouri, or the ability to obtain this license within six months of hire.
Desired Knowledge, Skills and Abilities:
Considerable management and technical knowledge of program area; considerable skill in management techniques and application; thorough knowledge of the District rules, regulations, policies and procedures as they relate to the program; considerable skill in maintaining effective working relationships with consulting engineers, contractors, private developers, governmental officials, the general public and District personnel; extensive oral and written communication skills; considerable skill in planning, supervising and coordinating the work of others; considerable skill in preparing technical reports and maintaining records; good knowledge of spreadsheet, word processing and design software.
SPECIAL REQUIREMENT:Licensure in the State of Missouri for the position's field of expertise.
Must possess a valid driver's license issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
