Job Duties

The Virginia Department of Corrections seeks a seasoned accounting professional for the leadership role of Financial Services Director. Reporting to the Chief Financial Officer (CFO), this position is responsible for the strategic leadership and operation of the Headquarters Financial Services Unit (FSU). FSU is responsible for all general accounting functions and also oversees inmate finances. This position will ensure the efficient management of fiscal and financial programs and services to optimize support for organizational operations and advance the Virginia Department of Corrections' objectives, goals, mission, and vision.

Although the Department uses a decentralized accounting model, the selected candidate will work closely with regional and field staff to ensure that accounting functions meet all federal, state and departmental guidelines ensuring adherence to Generally Accepted Accounting Principles. Customer service is an imperative for this position as the selected candidate will work with employees from across the Department and with other state agencies. The incumbent will serve on the CFO's leadership team and will advise both the CFO and senior leadership on all financial issues ensuring that leadership has correct and accurate information on which to base decisions. Attention to detail, strong written and oral communication skills, and the ability to manage multiple projects with tight deadlines are also necessary for success in this position. A CPA or CMA license is strongly preferred.

Minimum Qualifications

Extensive working knowledge of Generally Accepted Accounting Principles (GAAP) and working knowledge of a wide variety of systems and common business practices. Proven leadership experience managing a team of accounting professionals. Experience evaluating, recommending and developing automated financial systems for a large, complex organization. Experience identifying complex problems and review related information to develop and evaluate options and implement solutions. Excellent written and oral communication skills. Experience in fiscal automation and overall fiscal administration. Ability to work effectively and accurately under the pressure of deadlines, as well as the ability to apply and adapt sound management principles and practices/methods to agency fiscal needs. A strong focus on providing best in class customer service should also be demonstrated.

Additional Considerations

Certified Management Accountant (CMA) or Certified Public Accountant (CPA). Proficiency in the use of automated applications in analysis and financial management software Advanced skill in Microsoft Excel for data manipulation and analysis. Ability to adapt to changing financial conditions and regulations. An equivalent combination of training and experience indicating possession of the preceding knowledge and abilities may substitute for this training and experience.
