Job Summary
We are seeking a highly skilled Business Analyst 3 to join our team. This hybrid role involves working both remotely and onsite to collaborate with multiple stakeholders, Subject Matter Experts (SMEs), and development teams to document business requirements and business flow diagrams. The Business Analyst will support enterprise-wide web applications for the Office of Information Management (OIM) and its customers, reporting to the Project Manager. This role requires detailed business analysis, requirements gathering, and coordination with technical teams to ensure the successful implementation of IT solutions.
Key Responsibilities
•Collaborate with customers and project management to develop business requirements for system enhancements, modifications, and new initiatives.
•Coordinate with technical teams and vendors to ensure business requirements are incorporated into system designs and testing.
•Evaluate alternative strategies and recommend viable solutions compatible with existing technologies and systems.
•Develop detailed requirements documentation and business flow diagrams.
•Participate in functional and systems integration unit testing, including creating test plans, scenarios, and recording results.
•Assist customers with system testing and provide implementation and maintenance support.
•Develop and deliver training to customers on new processes and system functionality.
•Facilitate meetings, project planning sessions, and status updates, providing meeting notes as needed.
•Identify process improvement opportunities through competitive analysis, problem-solving, and brainstorming and document these recommendations in business cases.
•Use system-based project management tools and collaboration platforms like MS Office, Visio, SharePoint, Teams, and Google Meet.
•Proactively monitor and inform the Project Manager of any key issues that could impact project outcomes.
•Operate efficiently in a changing environment with multiple priorities while managing and coordinating concurrent tasks.
Required Qualifications
•7+ years of experience with relational databases (SQL) and SDLC methodologies.
•7+ years of experience with quality assurance techniques and change management procedures.
•Expertise in project planning, requirements gathering, business analysis, business process mapping, procedural writing, and process engineering.
•Demonstrated skills in problem-solving, negotiation, conflict resolution, and group facilitation.
•Strong organization, time management, and presentation skills.
•Ability to manage multiple activities efficiently with minimal supervision and adjust priorities as needed.
•Experience with business process engineering methods.
•Familiarity with Waterfall, Iterative, and Agile methodologies, with the ability to blend them as required.
•Strong attention to detail with the ability to follow through on tasks and deliverables.
•Excellent verbal and written communication skills.
•Strong analytical, planning, and organizational skills with an ability to manage competing demands.
•Bachelor's degree in Information Technology, Information Systems, Computer Science, or equivalent experience.
Preferred Qualifications
•5+ years of experience with Healthcare Information Systems.
•Experience with systems analysis, architecting technical solutions, or coordinating application development projects.
•2+ years of experience or knowledge of Commonwealth of Virginia Information Security Standard (SEC 501).
•5+ years of experience with RFP creation, coordination, and review.
