SUMMARY
Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC's service requirements are categorized in the following areas: T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced Information Technology/National Security System capabilities.
JOB DUTIES AND RESPONSIBILITIES
* Responsible for the design and implementation of IOP test planning documentation to determine platform under test (PUT) IOP requirements standards and criteria are met. Documentation to support this effort includes requirements analysis plans, data management analysis plans, and IOP evaluation plans. * Review applicable PUT requirements documents (e.g., Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capability Production Documents (CPDs), Information Support Plans (ISPs), Test and Evaluation Master Plans (TEMPs), Concept of Operations (CONOPs), etc.) to ensure user requirements and criteria are correctly documented and included early in the T&E planning process. * Recommend adjustments to the T&E process or detailed procedures to the program manager, program office staff, and other stakeholders. * Incorporate Design of Experiment (DOE) and Scientific Based Test Design (SBTD) into T&E approaches. * Ensure IOP test requirements, test scenarios and test scripts adequately cover Key Performance Parameters (KPPs). * Collect all interoperability related technical data found during T&E events. * Convene Data Authentication Groups (DAG) to score and authenticate data and investigate the causes of anomalies before the data proceeds further in data management processes. * Utilize manual data analysis methods and automated test tools to execute assessment of collected data. * Execute collection of real-time test data, analysis of test results and drafting thorough, accurate, and complete formal test documentation. * Record all initial findings and document final test results into applicable joint IOP certification reports. * Ensure T&E reports are written in accordance with current JITC policies and procedures, delivering reports after a thorough administrative and managerial review. * Ensure full accounting of anomalies and errors found in testing, notifying customers and management. * Participate in Integrated Product Team (IPT) meetings, Test Concept Briefs (TCBs), Test Readiness Reviews (TRRs), program reviews, teleconferences, and video teleconferences.QUALIFICATIONSRequired Certifications

Requires a bachelor's degree with at least 2 years of experience; or an Associate's degree with at least 4 years of experience; or 6 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Master's degree. Additional certifications in the area of specialization may be substituted for experience but varies by certification. The degree must be in a relevant technical curriculum and experience must be related to the job duties.Clearance Level
