Job SummaryThe IT Business Analyst II (BA2) is responsible for supporting system integration projects, vendor selections, and operational activities. The BA2 works as a liaison between key business stakeholders and the Information Technology (IT) department.The BA2 elicits and documents unambiguous, complete, and comprehensive business, functional, and technical requirements. The BA2 evaluates, defines, analyzes, and documents business problems collaborating with appropriate stakeholders to identify the appropriate solution and to address data issues and improve the overall data management processes. Responsibilities include business/systems/workflow/data/process analysis, assist with data quality assurance (testing), end-user documentation, training, and support. The BA2 is tasked with mentoring/coaching BA1s. The BA2 must possess a combination of business, technical, and project management skills. The BA2 will analyze and synthesize large amounts of information. Collaborative, customer-facing skills are critical to success. As a seasoned advanced BA, the BA2, will operate independently and successfully with very limited oversight. The BA2 works with the various executives and other business stakeholders and staff across all functional areas in support of the organization's strategic initiatives, ad hoc efforts, and organizational goals.

Requirements and Systems Analysis - Working with stakeholders to document as-is and to-be business processes; convert the stakeholders' needs to properly documented requirements; analyze and understand the requirements; facilitate joint application design (JAD) sessions; facilitates requirements reviews with all impacted stakeholders; understand the impact to the systems; recommend alternative solution approaches and propose solutions

Project Facilitation - Participate in various stages of project lifecycle; identify and propose solutions to risks and issues; provide post-implementation support and facilitate transition to operations teams; provide substantial input into development and implementation of project plans.

Process Improvement and Problem Solving - Advocate for and proactively identify and build improvements into all projects. Work with operations resources to identify process improvement opportunities and manage smooth cutover to operations. Anticipates problems before they occur; defines the problem or risk; identifies possible causes; works with team to identify solutions; selects and implements most appropriate solution. Deal with and resolve ambiguity. Supports the development and implementation of best practice testing frameworks, methodologies, processes, templates, and tools oriented to support data quality process to include Quality standards development, Data cleansing and enrichment, Data monitoring and reporting, Root cause analysis, Process improvement, and Data profiling and assessment

Operations Support - Perform regular and at times repetitive processes; suggest operational improvement ideas; adapt to changes in operations processes; organize effectively; proactively identify issues and risks; remain flexible and create process where there is none; support a service-focused culture with emphasis on delivering high-quality products and services to internal and external clients. Provide timely feedback to analysts, technical team, and project management

Works with medical records and assesses the consistency of electronic medical datasets, establishing a record-keeping process for identity resolution and enterprise master person index (EMPI).

Testing and QA - Consults on system testing activities to ensure system is developed according to defined requirements; develops user acceptance test plans and assists business customers with testing functionality; development of test cases and scripts; perform testing as needed; collaborate with others to perform testing according to the defined plans
