JOB SUMMARY
Provides regional leadership and technical expertise for the administration and compliance of company health, safety, and environmental programs across multiple Houston area facilities. Leverages experience in both service and process environments to implement and maintain comprehensive QHSE programs while ensuring regulatory compliance and promoting a proactive safety culture.
DUTIES AND RESPONSIBILITIES
Risk Management & Assessment
Conduct multi-site safety audits and hazard assessments
Develop and implement corrective actions through root cause analysis
Manage incident investigations and case management across facilities
Coordinate industrial hygiene assessments and environmental monitoring
Administer and update site emergency response plans and crisis management plans, as needed.
Technical Operations & Compliance
Oversee site safety, process safety, and chemical management programs
Manage site-specific regulatory compliance documentation and waste management systems
Implement and maintain electronic QMS and LIMS programs
Ensure compliance with OSHA, EPA/TCEQ, and other regulatory requirements
Strategic Leadership & Program Management
Direct and promote company-wide proactive safety culture across multiple facilities
Develop and implement regional QHSE strategy aligned with internationally recognized and industry quality standards.
Lead continuous improvement initiatives through kaizen principles
Manage and coordinate facility safety committees and cross-functional teams
Documentation & Reporting
Manage multisite QHSE metrics and KPI reporting
Create and maintain technical documentation including SOPs, policies, and procedures for facilities
Oversee regulatory reporting requirements (OSHA 300 Log, TIER II, etc.)
Generate technical reports for management review and customer distribution
Training & Development
Assist with development and delivery of QHSE training programs across multiple facilities
Ensure compliance with training requirements and maintain training records
Provide technical guidance to operations teams
Lead knowledge transfer initiatives across regional facilities
MINIMUM QUALIFICATIONS / SKILLS
Bachelor's degree in relevant field (Science, Engineering, or related)
5 years of progressive QHSE experience in manufacturing or laboratory environments
Strong understanding of regulatory requirements (OSHA, EPA, TCEQ, DOT)
Proficiency in Microsoft Office 365 applications and QHSE management systems
Experience with project management tools and methodologies
Excellent written and verbal communication skills with executive level, technical, and unskilled labor partners.
Valid driver's license, clean driving record and ability to travel between regional facilities (25-50%)
PREFERRED QUALIFICATIONS
Experience with Quality Management Systems
Knowledge of process operations and chemical safety
Certification in safety management (CSP, ASP, or equivalent)
Six Sigma certification
Experience with electronic SMS and QMS implementation
Internal auditor certification
Experience with project management systems
Background in procedure development
PHYSICAL REQUIREMENTS / WORKING CONDITIONS
While performing the duties of this job, the employee is required to sit and talk and hear. The employee is required frequently to use hands and digits to handle or feel work material. The employee is regularly required to stand, walk, and reach with hands and arms. Lifting/carry up to 50 lbs. occasionally, 20 lbs. frequently, and 5 to 10 lbs. daily. Must be able to use/wear applicable personal protective equipment which may include but is not limited to safety-toed footwear (with ankle height support), back support belt, hearing protection, safety eyewear with side shields, gloves, and hard hat. May occasionally be required to wear approved/applicable respiratory protection equipment (respiratory protection guidelines would apply with proper medical evaluation and fit testing of equipment). Frequent assent/decent of stairs/steps, especially at field locations. Must be able to respond quickly to an emergency. Operation of company owned vehicles.
