RESPONSIBILITIES:

Responsible for all aspects of subcontract formation and administrationSupport general procurement activities as requiredEvaluates requirements and prepares RFQ/RFP's including assignation correct prime contract flow-down provisionsEvaluates subcontractor proposals including analyzing exceptions to terms, performing risk assessments and cost or price analysis as necessaryDevelops negotiation strategy and negotiates and awards subcontractsProduces and maintains all subcontract recordsDevelops and documents small business plans in accordance with government regulationsMonitors performance of subcontractors, negotiates changes and performs closeout on subcontracts in accordance with company proceduresEstablishes and maintains excellent working relationships with internal and external customersPrepares and negotiates other agreements when requestedAssists in updating department policies and procedures and contractual documents, including research of current regulations and lawsParticipate in special projects as neededFrequently works with Enterprise Resource Planning (ERP) system for tracking and reporting of dataQUALIFICATIONS:

Knowledge of FAR, DFARS, DCAA and other agency regulationsFamiliar with DCAA auditsExcellent verbal, written and presentation skillsAdvanced computer proficiency using Microsoft Office Suite (Word, Excel, PowerPoint)Ability to work independently and exhibit excellent problem-solving skillsDisplays exemplary ethics and business conduct and performs work cognizant of safe work practicesBachelor's Degree in a Business-related fieldA combination of education and experience may be considered in lieu of a BS degreeAdditional specific government contract management education or certifications a plusEight (8) plus years of experience in various types of subcontracts for complex items or R&D under federal government contracts, including cost-type and fixed price
