About the State Energy Conservation Office

Working in the State Energy Conservation Office (SECO) is not your typical government job. If you want to work with a dynamic team and gain experience on energy efficiency programs where you are involved in managing projects and contracts from cradle to grave, this is the ideal position for you.

SECO has many programs that help public entities in Texas reduce utility costs and maximize energy efficiency. This opportunity focuses on the U.S. Department of Energy's (DOE's) Inflation Reduction Act (IRA) by providing residential energy efficiency and beneficial electrification rebates to Texans. In this role, you will lead and support all functions related to the development, implementation, and management of the IRA Home Energy Rebate programs. This position will function as the Team Lead for both rebate programs.

We are looking for someone with: (1) great attention to detail; (2) excellent communications skills to work with internal and external customers; and (3) a positive attitude to work through challenges and find solutions. Qualifications:

Minimum Qualifications

Education:

• Graduation from an accredited college or university with a bachelor's degree

Preferred Education:

• Graduation from an accredited college or university with a bachelor's degree in business administration, public administration, energy management, sustainable energy, or related field.

Experience:

• Experience leading the development and implementation of complex projects.

• Five (5) years of life-cycle contract management experience,

• Experience as a project lead, team lead, supervisor, or manager.

Preferred Experience:

• Hands-on experience in the development and implementation of rebate programs.

• Detail-oriented and hands-on experience managing energy efficiency contracts.

• Experience providing technical assistance to state agencies, local governments, public schools, and higher education institutions.

• Experience in Davis-Bacon payroll reporting and/or verification.

• Experience in National Environmental Policy Act (NEPA) reporting requirements.

• Experience in National Historic Preservation Act reporting requirements.

• Excellent communication and writing skills as this position will be coordinating with contract managers and vendors.

• Experience using specialized software to include an in-house designed grants management system such as NetSuite and Salesforce.

• Experience using Microsoft Office Excel and Word.

• Experience leading, supervising and collaborating with staff.

Licenses and Certifications

• Certified Texas Contract Manager (CTCM) or must obtain the Certified Texas Contract Manager certification within 12 months.

In this role you will:

• Oversees and leads the implementation and ongoing management of complex SECO programs.

• Provides leadership, direction, and oversight for the development, execution, and coordination of all priorities, projects, and initiatives within assigned program/s.

• Coordinates with Director to prepare the annual application and budget for each program, defining the milestones, deliverables, and associated budgets for submittal to the U.S. Department of Energy.

• Ensures timely staff contract preparation and execution with state and local governments to perform the activities prescribed in each of the programs.

• Executes contracts and amendments with state and local governments to perform the activities prescribed in each of the programs.

• Oversees and performs program and contract management, including preparation of the scope of work and budget for each contract, monitoring the progress of each contractor and their activities, and providing adjustments as needed to assure the contractor and the program's success.

• Assists in preparation of reports to state and federal authorities as required by law and the existing agreements.

• Oversees and prepares monthly, quarterly and annual progress reports for accuracy and completeness.

• Reviews vendor invoices for accuracy and completeness.

• Prepares and ensures all quarterly and final reporting for state and federal financial and performance reports are completed in a timely fashion.

• Manages the development of Requests for Applications (RFA) and Requests for Proposals (RFP). Assists in the evaluation process.

• Analyzes and monitors the performance of the assigned program(s).

• Maintains networks with vendors, various local governments, public schools, stakeholder groups and associations. Keeps abreast of external trends and events affecting SECO programs.

• Works with public and private agencies, local governments, and public schools involved in the program to resolve problems, identify training needs, and discuss program effectiveness.

• Conducts and oversees compliance audits and outreach activities.

• Develops program evaluation policies, procedures, and standards in accordance with program objectives and goals.

• Performs related work as assigned.

This position requires the incumbent to primarily perform sedentary office work; however mobility (standing and walking (is routinely required to carry out some duties. This job also requires normal cognitive ability, require the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to details despite interruption. Marginal or corrective visual or audio requirements are required for reading printed materials, computer screens, and communicating with internal and external customers. May involve up to 25 pounds of office equipment/material on a limited basis.

Employees are required to use their personal mobile phones as a part of 2 factor/multi factor authentication for accessing CPA systems securely. You will also receive critical/emergency calls/texts on your cell phone to ensure immediate communication.
