POSITION MANDATE
Since 2021, Resonance has worked with the United States Agency for International Development's Bureau for Humanitarian Assistance (USAID/BHA) on a project called Mainstreaming Private Sector Engagement in Humanitarian Programming (MAPS-H). This project aims to help USAID/BHA integrate PSE into its humanitarian assistance programming and overall operations. The MAPS-H project is designed to offer flexible and on-demand assistance to USAID/BHA, addressing specific PSE and partnership needs through practical support and technical assistance.
To address the significant multi-hazard exposure and ongoing humanitarian challenges in El Salvador, USAID/BHA has engaged MAPS-H to conduct a comprehensive Private Sector Landscape Assessment (PSLA). This assessment will focus on identifying opportunities for collaboration between USAID/BHA, its implementing partners, and the private sector, particularly in the context of enhancing disaster risk management and food security. The PSLA aims to foster strategic partnerships that not only support business objectives but also improve resilience and livelihoods for vulnerable populations, ultimately contributing to the country's recovery from economic and climate-related shocks.
Resonance will engage a Business Philanthropy & Partnerships Specialist to incorporate business sector and philanthropy perspectives into key deliverables, work products, and tools for the PSLA in El Salvador. The goal is to ensure that the approaches, activities, and recommendations resonate with local needs and are both relevant and effective.
OUTCOMES / ESSENTIAL FUNCTIONSIn coordination with the MAPS-H Activity Team, the Business Philanthropy & Partnerships Specialist will focus on partnerships for private sector giving and philanthropy to support humanitarian and resilience efforts in El Salvador. This position will address two main objectives: facilitating effective coordination between private sector actors and humanitarian organizations; and strengthening collaboration with philanthropic foundations.
The Specialist will assist in the identification and outlining of better coordination approaches between the private sector and humanitarian actors to streamline disaster response efforts. They will engage local business networks relevant to disaster response planning and help develop strategies to facilitate their integration into the Humanitarian Country Team's processes.
The Specialist will also engage with family and corporate foundations in El Salvador that are active in philanthropy, identifying their funding priorities, including objectives, timelines aligned with the disaster management cycle, and sectoral areas of intervention. They will explore opportunities for mutually beneficial collaboration between USAID/El Salvador Office of Humanitarian Assistance (OHA), family foundations, and corporate foundations, aiming to leverage their resources and networks to support humanitarian efforts, enhance community resilience, and strengthen local security.
Generally, the Business Philanthropy & Partnerships Specialist will be a core research team member responsible for designing research methodologies, executing primary and secondary research, analyzing findings, and informing deliverables. This role will involve stakeholder outreach, scheduling interviews, managing stakeholder engagement, and supporting logistical needs throughout the research process.
To achieve these objectives, the Business Philanthropy & Partnerships Specialist will carry out the following tasks:Identify and outline potential approaches to promote better coordination between the private sector and humanitarian actors before, during, and after disasters;Leverage local business networks and platforms (like the Connecting Business initiative present in Peru, Mexico) to engage local business networks in disaster response planning;Connect with family and corporate foundations to understand their funding priorities, including objectives, phasing, and sectoral focus;Identify opportunities for collaboration between USAID/El Salvador OHA and private sector foundations to support humanitarian efforts, enhance community resilience, and improve security;Identify and recommend strategies that promote effective collaboration between business sector giving and philanthropy and humanitarian organizations, focusing on resilience efforts;Create research methodologies to gather primary and secondary data, providing a comprehensive understanding of the private sector engagement landscape and coordination needs in humanitarian and resilience efforts;Manage logistical aspects of stakeholder engagement, including scheduling interviews, facilitating meetings, and ensuring effective communication among all parties involved in the research process;Analyze research data to generate actionable insights and recommendations that enhance resilience efforts and strengthen partnerships between the private sector and humanitarian actors;Synthesize findings into clear and actionable reports, presenting recommendations to USAID/El Salvador and relevant stakeholders to enhance disaster preparedness and response efforts.DELIVERABLES
Contribute to an analysis of the current landscape of business sector giving and philanthropy in El Salvador, identifying key trends, best practices, and gaps, along with tailored recommendations for enhancing collaboration between private sector philanthropy and humanitarian actors;Co-design a research methodology guide, in collaboration with the research team, that details data collection approaches, ensuring findings are relevant and reflective of the unique challenges faced by philanthropic foundations in aligning with humanitarian objectives and disaster management cycles;Conduct stakeholder outreach, schedule interviews, and capture insights from family and corporate foundations, private sector representatives, and humanitarian organizations to identify opportunities for collaboration in disaster response and resilience-building efforts;Create a logistics plan that documents stakeholder engagement activities, including schedules, meeting summaries, and communication strategies;Compile a findings report, in collaboration with the research team, that presents a clear overview of recommendations for USAID/El Salvador and stakeholders, aimed at strengthening disaster preparedness and enhancing private sector involvement;Other related deliverables, as assigned.REQUIRED EDUCATION & EXPERIENCE
Bachelor's degree in a relevant technical area such as business administration, economics, international development, humanitarian assistance, or a related field;Minimum of ten (10) years of progressive experience in business philanthropy and fundraising, humanitarian assistance, and private sector engagement within a project management role, as a practitioner, specialist, or a similar capacity;Experience with business sector giving, philanthropy, public-private partnerships, or private-sector engagement;Experience in and a deep understanding of El Salvador, Central America, and the complexities of the economic and political relationships of the region.Demonstrated ability to collaborate effectively on a team assignment;Strong written and oral presentation skills;Fluency in English and Spanish is required;Experience working with USAID and its Bureau for Humanitarian Assistance is preferred.PERIOD OF PERFORMANCE
The period of performance is expected to take place between approximately December 2024 - May 2024.
The maximum level of effort for this assignment is 49 days.
TRAVEL EXPECTATIONSThe Consultant is expected to work remotely, with the exception of a two-week in-person field visit scheduled for February 2025.
WORK ENVIRONMENT & PHYSICAL DEMANDSThis position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.
