Associate Vice President of Business DevelopmentCostQuest Associates (CQA)

Position DescriptionThe Associate Vice President (AVP) of Business Development will play a key role in expanding CostQuest's market presence and driving growth by identifying new business opportunities and cultivating relationships with government agencies, telecommunication providers, and other stakeholders. The AVP will lead strategic business initiatives and partnerships aimed at advancing CostQuest's suite of data solutions and SaaS products. This role requires a visionary leader with a deep understanding of the broadband industry and proven experience in business development, particularly in broadband planning, mapping, or related sectors.

Key Responsibilities:Strategic Business Development:Develop and implement a comprehensive business development strategy that supports CostQuest's mission and growth goals.Identify and pursue new opportunities within the broadband sector, including partnerships with governmental agencies, telecommunications companies, and other key stakeholders.Leverage industry trends and policy changes, particularly in federal broadband initiatives, to drive business growth.

Client Relationship Management:

Build and maintain relationships with key decision-makers across federal, state, and local governments as well as within the telecommunications sector.Serve as the primary point of contact for major clients and government agencies, including FCC and NTIA representatives.Lead contract negotiations and foster long-term partnerships that support CostQuest's strategic objectives.

Leadership & Collaboration:

Lead and mentor the business development team, driving performance and alignment with corporate goals.Work closely with cross-functional teams, including product development, marketing, and regulatory experts, to ensure the successful execution of business initiatives.Present business strategies and results to the executive team and provide recommendations for future growth areas.

Market Expansion & Product Innovation:

Explore new markets and industries where CostQuest's expertise in GIS data, broadband analytics, and cost modeling can create value.Support the development and promotion of innovative geospatial solutions like BroadbandFabric and OnLook to meet evolving industry demands.Stay informed about emerging broadband technologies, federal funding programs, and industry regulations to proactively position CostQuest for growth

Education:

Bachelor's degree in Business, Telecommunications, GIS, Economics, or a related field.

Required Skills:

At least 7-10 years of business development experience, preferably within the broadband, GIS, or telecommunications industries.Proven success in developing and executing business development strategies, particularly in the context of government contracts, data, and application subscription businesses.Strong understanding of the broadband industry, federal broadband programs (e.g., BDC, BEAD), and economic cost modeling.Excellent communication, negotiation, and leadership skills, with the ability to navigate complex client and stakeholder relationships.Ability to collaborate across departments and lead teams to achieve ambitious goals.Proven leadership and mentorship to a Business Development team, not just direct reports. Experience implementing training and development for the whole team.

Preferred Skills:

Mastor's degree in Business, Telecommunications, GIS, Economics, or a related field.Foundational knowledge of the FCC, NTIA, and federal broadband policy landscapes.Strategic thinker with a passion for broadband expansion and digital equity initiatives.Innovative problem-solver with a focus on driving value through data-driven insights and geospatial technologies.

Other Requirements:

25% - Travel to locations such as Cincinnati, OH, Washington, D.C., and other locations for trade conferences, seminars, and other events.To meet the U.S. Government clearance requirements for this opportunity, candidates must be eligible to work in the United States.Ability to pass a U.S. Public Trust background investigation for access to the client site and computing systems. You must have lived in the U.S. for the past three (3) years.All candidates will be subject to a background check.
