2. PROJECT/SYSTEM/PROGRAM OVERVIEW
The Department of Children and Families is the primary Child Welfare state agency and as such provides hospital level behavioral health care as well as sub hospital care via a DCF run hospital and psychiatric residential treatment facility (PRTF). Collectively these facilities are know as Solnit Center South in Middletown Connecticut and Solnit Center North in East Windsor Connecticut. These facilities provide services to youth from age 13 up to age 18.
These facilities currently rely on paper records and ad-hoc spreadsheets and Access databases in lieu of an Electronic Health Record system.
3. SCOPE OF WORK
The agency requires the services of a Senior Project Manager consultant to assist with the selection of a cloud based EHR system and lead/manage the implementation of the chosen solution to support both the Hospital and PRTF in Solnit Centers North and South.
This consultant will report to the DAS IT Customer Success Manager work in service of the Department of Children and Families (DCF) and will work directly with the Business Owner and key stakeholders.
Responsibilities will include:Development of a clear definition of the project to include requirements, goals, constraints, monitoring, objectives, migration strategy, stakeholder engagement, and risk management.Documentation of the current Business Processes as needed.Develop Migration and implementation strategy.Work with business owners to oversee the solution vendor.Management of business analysis, quality assurance, end user training, and application implementation.Develop and manage project schedule.Negotiate with customers; emphasis on business process and user interfaceReview requirements; emphasis on functionality and system qualitiesMediate between business owners and EHR vendor.Conduct meetings with Business subject matter experts and document business workflow, process.Analyze workflow and recommend improvements.Document issues with process, applications, automation.Maintain documentation and distribute to project team members.Gather requirements, requests, and meet with team members and vendor to discuss solutions.Negotiate timelines with Business and solution vendor.Follow up frequently with Business SME on progress.Address questions, act as liaison between IT, Business and vendor.REQUIRED SKILLS AND EXPERIENCE
In addition, the agency requires:
A minimum of 10 years experience demonstrating the following knowledge and skills:
1. Expert level Project Management skills, PMP certification preferred.
2. In-depth understanding of Electronic Health Records systems.
3. Experience working with EHR solution vendors.
4. Experience working with high-level internal and external management.
5. Experience in the creation of detailed business requirements and business processes to meet the requirements of the next generation CCWIS application

Work Schedule
:
Monday - Friday, 8 AM - 5 PM (some flexibility possible), Hybrid work with 1 day per week in office or 2 days every other week. Additional in office time may be required on an as-needed basis.

Comply with Vendor Qualification, DCF Child Protection Background Check, FBI Fingerprint background check and DCF Non-disclosure Agreement.

Hybrid work schedule requires one day per week in office or two days every other week. Remote work outside the United States is NOT allowed.
