Our Program team is looking to add an experienced and collaborative Program Manager - Controls to assist the Program Director with oversight and administration of a multibillion-dollar Capital Investment Program (CIP) for a large Health Care client in Iowa City, IA. Relocation to the Iowa City area is available.

This position shall be responsible for the financial health of the program utilizing an Enterprise Program Management Information Controls System and cost analytics acumen to support the successful implementation of the CIP. The position is responsible for the overall cost/cash-flow forecasting, modeling and expenditure tracking for the entire Health Care portfolio. Responsibilities include managing and participating in the development and implementation of cost controls and cost contingency management procedures, ie Work Breakdown Structure (WBS) development, policies, reconciliation reports, cost control quality control/assurance, etc. This position is expected to frequently respond to complex and sensitive data inquiries from senior management staff and is required to have a comprehensive understanding of the Portfolio.

Responsibilities

Cost tracking and modeling at both the project and global program level.

Provide support and assistance to the Program Director and client to promote successful completion of the capital construction program.

Develop, monitor, track, analyze, forecast, and report on project budgets, estimates to complete, commitments, expenditures, project progress and productivity, project cost at completion, WBS cost coding, and change management.

Review of expenditure details, identifying incorrect charges, and commencement of the charge correction process will ensure financials are accurate. Review financial information to develop project cash flows; correlates and analyze financial data with respect to cost forecasts and determines the need for adjustments. Makes recommendations for solutions relative to complex issues involving project risks, budget, costs, and scope.

Forecasts and models trend data and evaluates change orders and amendments for their impact on contingencies and project forecasts. Develops and maintains cost projection models to monitor and forecast project costs.

Set-up projects, monitor & report estimate at completion, cashflow, and forecast including analysis based on input from project leads.

Perform monthly reconciliations across client financial system and ePMIS systems.

Performs ad hoc analyses for various stakeholders. Ensures the accuracy of financial data snapshots and resolves conflicts and misunderstandings relative to financial data and reports.

Develops procedures and processes for project and portfolio controls. Participate in the development and enhancement of the Integrated Project Management System as needed.

Provide technical guidance to the client in the Project Management Information System (ePMIS).

Assist with preparing client Departmental Project Management Policies and Procedures.

Provides analysis, advice, and recommendations relative to cost overrun mitigation efforts. Monitors contingency allocations for the budget and identifies areas that need to be addressed by contract modifications or other adjustments to the scope of work, design changes, etc.

Oversee and coordinates preparation of monthly portfolio financial reports which track the entire portfolio funding, budget, expenditures, and progress.

Perform monthly project financial review meetings with Project Managers.

Prepare portfolio level cashflow projections.

Serve as ePMIS subject matter expert and administrator.

Performs other related responsibilities as assigned.

Bachelor's degree in Business, Finance, Construction Management, or related field

Minimum 5 years’ years of experience in cost management, cost controls, and cost reporting on large programs

Previous experience working on mega programs with increased complexity in terms of budget, cost, and multiple fund sources

Ability to transfer contract cost tracking and reporting requirements into an established cost management system and cost reporting templates using cost breakdown structures

Knowledge of construction industry technical matters such as different procurement methods

Exceptional mathematical skills with ability to calculate complex figures and statistics

Experience using established cost management software

Previous experience providing support and training to cost engineering professionals and project team members

Proficient computer skills using MS Office tools with advanced level Excel skills

Good verbal and written communications skills and a desire to work with details

Ideally, you’ll also have

Oracle Unifier experience

Experience with market-based accounting and program management control systems

Construction experience

Experience extracting data from various sources and converting it to fit operational needs
