Description
Job SummaryBMA is seeking a State Facility Programmer to support National Guard Bureau (NGB) Engineering Support Services for our Air National Guard (ANG) customer. State Facility programmer will provide engineering expertise and program management support for Civil Engineering (CE) activities related to various services performed at the Air National Guard Readiness Center (ANGRC).
Duties:Program lead for all assigned state facility program correspondence with ANG Military Construction (MILCON) or Facility Sustainment, Restoration, and Maintenance (FSRM).Assist in all aspects of the assigned state's MILCON and SRM programs as directed by the NGB.Develop/evaluate ANG installation development plans and facility capital improvement programs for construction, renovation, and improvement of real property facilities.Technical consultant for short- and long-range installation/facilities planning, design, construction, and maintenance.Develop and present point papers, briefings, and spreadsheets. Participate in staff meetings, working groups, site visits, and conferences as required.Lead facility programmer for assigned states, required to process DD Form 1391s, maintain the programming screens of the ANG's Program Development System (PDS), and process staffing packages through the ANG's Programming, Budgeting, and Justification (PB&J) Tool. The number of assigned states will vary based on the number of bases in each state and the complexity of facility programs.Lead, mentor, and train junior field staff, providing direction, vision, and strategy for the company.Display and demonstrate company ownership attributes, including risk tolerance, business acumen, loyalty, and financial resolve.Effectively manage complex projects and timelines.Organize and execute project work, including the appropriate delegation.Clearance Requirements
There is no Security Clearance requirement for this position.
Required Skills & Certifications
Bachelor's Degree in Engineering or Sciences required. Engineering experience and/or related degree may be considered.Ten (10) - Fifteen (15) plus years of experience in facility program and project management required.Minimum of five (5) years of experience planning projects/programs for industrial and/or federal clients.Department of Defense facility programming or project management experience is required.Experience in Air Force or Air National Guard Civil Engineering a plus.Must be adept at problem-solving, including being able to identify issues and come up with solutions.Demonstrate exceptional project management skills and abilities.Must be able to communicate clearly, both written and orally.Must be able to effectively read and interpret information, present numerical data, and skillfully gather and analyze information.Must be able to prioritize assignments to use time efficiently.Must be dependable, able to follow instructions, and be responsive to management direction.

Generally working in an office environment with frequent travel.
