Job Description:
As a subcontracts lead, you will be responsible for managing the subcontracting process from the proposal stage through execution and closure. You will lead the evaluation, negotiation, and management of complex subcontract agreements supporting various programs within the company. The ideal candidate will have extensive experience in government contracting and a strong understanding of FAR/DFAR regulations as well as understand cost impacts and financials in a business environment.
Essential Functions:
Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services.
Prepare bid packages, conduct bidders' conferences, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, and draft and award subcontracts.
Negotiate and coordinate additions, deletions, or modifications to subcontracts.
Partner with cross-functional teams including engineering, quality, finance, and program management to ensure subcontractor performance aligns with program objectives, schedules, and cost targets.
Serve as the primary contact for subcontractor management issues and resolution.
Ensure compliance with all government, customer, and corporate requirements; manage audits and reviews of subcontract files.
Mentor and provide guidance to junior subcontract professionals.
Develop and implement subcontract management plans, including procurement strategies and risk mitigation approaches.
Analyze and report on subcontract performance metrics, identifying areas for improvement and implementing corrective actions, as necessary.
Manage anywhere from 2-15 agencies in support of up to 50 subcontracting heads.
Ability to travel to suppliers 10% the time
Qualifications:
Bachelor’s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
Preferred Additional Skills:
Graduate Degree and a minimum of 4 years recent experience as a Subcontract Manager (SCM) or Procurement Contracting Officer (PCO) in a DoD environment.
Minimum of 7 years of experience. Subcontracts management or procurement within the defense industry preferred.
Defense Acquisition University (DAU or DAWIA) Supply Chain related certifications
Knowledge and experience with LEAN principles.
Experience with DoD Purchasing Policies & Procedures.
Contract Management Certification
Project Management Certification
Active Secret Security Clearance
In-depth knowledge of FAR/DFAR and other relevant laws, regulations, and standards.
Proven negotiation skills with a track record of successful supplier management and cost savings.
Strong analytical and critical thinking skills.
Excellent communication and interpersonal skills, with the ability to manage and resolve conflicts.
Proficient with procurement software and tools.
