Position Summary
The Policy and Permitting Manager will report to the Director Business Development. This position will be duly focused on permitting in support of exploration, development, and operation of Ormat's renewable energy projects; and the development and implementation of the Company's government affairs strategy at the federal, state, and local levels.
Essential FunctionsImplement permitting strategies for assigned resource and development projectsDevelop and implement legislative strategies supporting the Company's growth before federal, state, and local legislative bodiesPrepare necessary environmental permit applications and manage consultants to achieve all regulatory, siting and environmental requirements and approvals needed to achieve permit acquisitionMonitor changes in legislative and regulatory policy and advise Director to inform business strategy and planningFrequent monitoring and reporting on all projects and prospects under developmentPrepare milestone schedules and be involved in budget requirements on assigned projectsNegotiate with county, state, federal and other regulatory agencies to achieve acceptable permit conditions consistent with project and Company goals, schedules, costs, and environmental protectionBuild, strengthen, and maintain relationships with regulatory agencies, partners, contractors, consultants, and other stakeholdersRepresent the Company's position in hearings and workshops; assist with public relations strategiesCollaborate with the Regulatory Affairs and Communications Managers on overall Ormat initiatives in stakeholder engagementAttend workshops, conferences, tradeshows, and meetings as assignedWillingness to travel nationally up to 20% of time, with the ability to travel for long distances by car and airOther Responsibilities

Bachelor's degree in in Political Science, Environmental Sciences, Engineering, Business, or comparable degree; advanced degree preferredMinimum of 7 years' experience in environmental permitting, regulatory affairs, and/or public policyDemonstrated problem solving, negotiating and excellent oral and written communication skillsExperience and knowledge of environmental permitting regulations, including NEPA and CEQAExperience with projects on public lands in the Western U.S. and developing political strategies to resolve project siting or permitting conflictsAbility to manage internal and consultant teams to meet deliverablesThe ability to write and review/edit technical and commercial documentsProactive and responsible; able to set own action plans and manage multiple responsibilities at onceMust have excellent organizational and planning skillsMust be able to read, write and speak English at a level which will permit the employee to accurately understand and communicate information to perform job duties safely and efficientlyMust be able to use and acquire knowledge of a variety of computer software applications in word processing, spreadsheets, databases, and presentation. Must be proficient in MS Word, Excel, Power Point and use of the InternetMust possess at any time a valid driver's license with a driving record acceptable to Ormat's auto insurance carrierPhysical Requirements
Must be able to work in an office environmentThis position requires sitting 80% of the time and standing and walking 20% of the timeMust have the ability to occasionally lift up to 25 pounds without assistance
