Job Summary:
Plans and directs the activities of the Housing Services staff, exercises general oversight of all rental, homebuyer, and assistance programs managed by TNHA; is responsible for all aspects of all Homebuyer Programs; cross trains staff for effective coverage.
Essential Duties and Responsibilities:Assumes responsibility for occupancy program functions, including program compliance, policy and procedural updates, accurate maintenance and quality assurance of tenant databases, records, and files, staff customer service and professionalism, and acting as Program Specialist-Homebuyer.Directs staff through appropriate delegation and supervision by holding regularly scheduled staff meetings to discuss and resolve workload and technical issues and by providing training and guidance to set and uphold professionalism and superior customer service.Assures consistent, accurate application of program policies and procedures and reports program outcomes: occupied units, vacancies, wait lists, collections, conveyances, etc., to the management team, CEO, and BOC.Ensures and oversees timely application updates and program recertification, prompt set-up of repayment and collection agreements, and consistent completion of the termination process to promote greater efficiency, improvement in customer service, and other benefits to TNHA.Assists program staff (as needed) with screening and eligibility of applicants based on all relevant criteria as defined by policy subject to approval by the CEO.Develops and maintains a productive and collaborative work environment, ensuring effective communication, participatory decision-making, deadlines, performance, and professional standards are met.Observes TNHA safety rules and regulations, policies, and procedures.Maintains complete confidentiality of all information obtained through professional and client interactions.Performs other duties as assigned.Knowledge, Skills, and Qualifications:

Required:
High school graduate or general equivalency diploma (GED) recipient.Alaska Driver's License and the ability to meet TNHA insurance criteria.One (1) year of supervisory work experience.Competent computer use at intermediate or higher level of skill.Three (3) years of experience applying organizational policies and procedures.Strong administrative, organizational, and communication skills.Demonstrated leadership ability, tact, integrity, honesty, and common sense.Knowledge of NAHASDA or requirements of public/Indian housing administration.Preferred:
Alaskan Native/American Indian (member of federally recognized tribe).Certification as Housing Occupancy Specialist or similar credential.Three (3) years of work experience in public or non-profit housing administration including Federal contract management and procurement procedures.Ability to speak and/or understand conversational Inupiaq.
Physical Demands:
This role primarily involves sedentary work, including sitting for extended periods, using a computer, and occasional light lifting (up to 20 pounds). Visual acuity for reading and using a computer is required.
Work Environment:
The work environment is a typical office setting with standard lighting and temperature conditions. The noise level is generally low to moderate.
