BryceTech is seeking an experienced Scientific Consultant – Programmatic SME to join our team and support our Federal Government Customer. The consultant will provide support to the Department of Health and Human Services (DHHS) Administration for Strategic Preparedness and Response (ASPR), Professional Technical and Medical Staffing Support Services contract to provide logistics, management, analytic and procurement staffing support services.The scope of this contract includes all tasks associated with providing support to the ASPR Biomedical Advanced Research and Development Authority’s (BARDA) mission to conduct R&D and AR&D efforts to provide medical countermeasures that address the public health medical consequences of chemical, biological, radiological, and nuclear (CBRN) events, pandemic influenza, and emerging infectious diseases.The Scientific Consultant will have experience working with Senior Leadership and Federal/Civilian Agencies and or Military Services. Contract Place of Performance is Remote.Responsibilities
Support program with Department of Defense like research and development cost type contracts.Work effectively with program managers, project officers, and technical subject matter experts analyzing requirements documents and developing work statements.Prior Federal experience as a FAR based Contracting Officer/Contract Specialist and Other Transactions Agreements Officer/ Specialist is desirable.Develop, prepare and present terms and conditions in requirements related to the award and administration of FAR based contracts and Other Transactions.Analyze proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends and evaluating economic factors.Evaluating methods of allocating cost through various types of overhead and general and administrative expense.Understanding of negotiating, awarding, and administering competitive and sole source contracts and the analysis of procurement policies and procedures related to FAR-based contracts and OTAs.Provide support on Fixed-Price, Cost-Reimbursement, Cost Sharing and Indefinitely Delivery Indefinite Quantity (IDIQ) contracts.Provide support System for Award Management (SAM.gov), General Services Administration (GSA) eBuy, GSA Federal Supply Schedules, and Government-Wide Acquisitions Contracts.Provide support in assisting Government Contracting Officers in the development of Request for Information, Request for Proposals, Request for Quotations, Market Research Reports, Source Selection Plans, Acquisition Plans, Acquisition Strategies, Solicitations, and Broad Agency Announcements.Drafting documents in support of the Government Contracting Officer to complete their price and cost analysis to include performing detailed analysis of all elements of cost and proposed indirect rates in proposals.To be detail-oriented and manage multiple priorities.Facilitate issue resolution as requested.Qualifications
10+ years’ experience with "know how" of BARDA, its mission, and its strategic partners.Excellent written, presentation and interpersonal communication skills. Interest in coaching and mentoring diverse team members.Additional Information
